1 <br />MINUTES OF THE ORANGE COUNTY BOOK ,. ~ ~SLE~ 2~5 <br />BOARD OF COMMISSIONERS <br />March 17, 1970 <br />The Board of Commissioners of Cranga County met in adJourned aesaion at <br />8 P.M, on Tuesday, March 17, 1970, in the Commissioners Room at the Courthouse <br />in Rillabarough, North Carolina. <br />Members Present: Chairman Carl M. Smith, and Commisaionera Harvey D. Bennett, <br />Wi113am C. Ray, Henry S. Walker and Ira A. Ward. <br />Members Absent: None <br />Dan Brumback, Vice President of Durham Ambulance Service, Reece Horton, <br />Manager of Durham Ambulance Servia®, Robert Oakes, Alderman for the Tawn of <br />Carrboro and Robert Peck, Manager for the Town of Chapel Hill were present. <br />This meeting was scheduled Por the purpose of reviewing, with the Durham <br />Ambulance Service, the proposed contract for ambulance service to Orange County. <br />Mr. Brumback stated that his organization had made five hundred and five <br />(505) calla during the past twelve month°period and that this total represented <br />approximately one hundred and fifty (150) calls leas than established by the <br />national call rate. He stated that he felt one of the problems, which had <br />existed in the Chapel Hill area, was due to the lack of proper telephone facilities <br />between the area served and hie organization, and that his organization had <br />acquired a direct telephone service between Chapel Hill and the Durham dispatcher. <br />Mr, Brumback stated that another problem was the lack of knowledge of the Chapel <br />Hill area and that his organization was making an attempt to familiarize its <br />personnel with streets and -roads in the Chapel Hill area and that they were <br />further working with the Chapel Hill Fire Department on a program which would involve <br />alasaea for the ambulance attendants and drivers. <br />Further discussion ensued relative to the ambulance contract. No action <br />was taken on this matter. <br />The County Administrator advised the Board that the employees' of the <br />Hyaoneeahea Regional Library were requesting to be included in the death benefit ~~ <br />provision of the Local Governmental Employees' Retirement System and he presented ; <br />the following Resolution: <br />WHEREAS, the 1969 General Assembly amended the North Carolina Local <br />Governmental .Dnployeea' Retirement System laws so as to permit agreements <br />for providing death benefits for employee members pursuant to G.S, 128_27(1); <br />and <br />WHEREAS, the governing body of this Unit realizes the desirability of <br />providing its employees with the aeourity and protection provided by a plan <br />for death benefits; and <br />WHEREAS, Article 3 of Chapter 128 of the General Statutes of North <br />Carolina provides that any employer governmental unit desiring to provide <br />death benefits for its employee members must execute an agreement therefor <br />with the Director of the North Carolina Local Governmental Employees' <br />Retirement System: <br />NOW, THEREFORE, BF IT RESOLVED BX THE Orange County Board of Commissioners <br />in adjourned session, <br />1, That the Orange County Board oP Commissioners hereby elects to <br />secure death benefits for its employees in the North Carolina Local <br />Governmental Employees' Retirement System. <br />2. That the Orange County Board of Commissioners hereby agrees to <br />comply with all provisions of the North Carolina Local Governmental ~ <br />Employees' Retirement System as defined in Article 3, Chapter 128 of the i <br />General Statutes of North Carolina, as amended, and to make such increased <br />employer's sontributiona as the Local Governmental Employees' Retirement <br />System may determine to be necessary in order to provide employee death <br />benefits. <br />3. That the Chairmen, Board of Commissioners is hereby ordered and <br />directed to e:teaute an agreement with the Director of the North Carolina <br />Local Governmental ~loyees' Retirement System to implement the employee <br />death benefits of G. $. 128 -27(1). <br />
