ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: March 18, 2008
Action Agenda
Item No. °~ -- ~
SUBJECT: Change Order #2 for Landfill Sanitary Sewer
DEPARTMENT: Purchasing/Solid Waste PUBLIC HEARING: (YIN) No
ATTACHMENT(S):
INFORMATION CONTACT:
Pam Jones - 245-2650
Gayle Wilson - 968-2885
Change Order

PURPOSE: To request authorization for additional funds in excess of those previously
approved by the Board of Commissioners to cover the preparation of easements plats and
redesign of the leachate sewer under Millhouse Road as required by the Town of Chapel Hill.
BACKGROUND: In September 2005, the Board of Commissioners approved a contract with
Phillip Post & Associates, Inc. to design a gravity fed sewer line in which to dispose of leachate
produced within the South lined landfill. Leachate is presently gravity fed into a lined holding
pond and then pumped into a 3,500-gallon tank truck and taken to the Orange Water and Sewer
Authority Wastewater Treatment Plant located on Mason Road. The planned sewer line will
eliminate the need to continually haul leachate to the plant.
Change order #2 includes negotiating a sewer easement across a privately owned parcel at the
northwest corner intersection of Eubanks and Millhouse Roads. It also includes work done on
utility locations, drainage improvements, slope easements, and additional plat work related to
the easements in order to finalize the project.
FINANCIAL IMPACT: The original contract price was $97,000. Change Order #1 (2005)
added $8,260 for a total of $105,260. Change Order # 2 will add $16,000 for a new project total
of $121,260. Funds are available within the FY 2007/08 Solid Waste Budget.
RECOMMENDATION(S): The Manager recommends that the Board approve Change Order
#2 for $16,000, subject to final review and approval of the County Attorney, and authorize the
Chair to sign the Change Order on behalf of the Board.
•
