MINUTES OF THE ORANGE COUNTY <br />BOARD OF COMMISSIONERS 7 -rF 199 <br />May 13, 1969 <br />The Board of County Commissioners of Orange County met in adjourned <br />session on Tuesday, May 13, 1969, at 7:30 P.M. at the Pines Restaurant in <br />Chapel Hill, North Carolina. <br />Members Present: Chairman Carl M. Smith, and Commissioners Harney D. <br />Bennett, William C. Ray, Henry S. Walker and Ira A. Ward. <br />Members Absent: None <br />Also present were Lucius M. Cheshire, County Attorney, S. M. Gattis, County <br />Administrator, Phil Green, Assistant Director of the Institute of Government <br />and the Chatham County Board of Commissioners. <br />This meeting was called for the purpose of discussing with the Chatham <br />County Commissioners the nossibility of establishing a Joint County Housing <br />Authority. Discussion ensued concerning said matter and it was agreed to await <br />the outcome of a proposed bill which is now before the General Assembly which <br />would allow all counties to establish a Housing Authority regardless of its <br />population. <br />The County Administrator and the County Attorney were directed to scouire <br />the necessary sewerage right of way to the plant of Melville Furniture. <br />Chairman Smith advised the Board that Mrs. Donald McDade had resigned as <br />a member of the Orange County Human Relations Council. Discussion ensued. <br />Upon motion duly made and seconded Mrs. William Efland of Efland, North <br />Carolina was appointed to fill the unexpired term of Mrs. McDade on the Orange <br />County Human Relations Council. <br />There being no further business to come before the Board the meeting <br />was adjourned to meet again on Monday, May 19, 1969 at 8:30 P.M. in the Orange <br />Savings & Loan Association at Chapel Hill, North Carolina. <br />Carl M. In the Orange Savings & Loan <br />Association at Chapel Hill, North Carolina. <br />Members Present: Chairman Carl M. Smith, and Commissioners William C. <br />Ray, Harvey D. Bennett, Henry S. Walker and Ira A. Ward. <br />Members Absent: None <br />Preston Hogan, Giovanni Micol, Robert Hogan, Clarence Sockwell, members of <br />the County Planning Board, Charles Johnston, Chairman of the County Planning <br />Board, Mark Burnham, of the Research Triangle Regional Planning Commission <br />staff, Norman Long, County Zoning Officer and Emery B. Denny, Attorney for the <br />Town of Chapel Hill, were present. <br />The Town Attorney explained to all present the proposed legislation which <br />would grant the Town of Chapel Hill extraterritorial'rJurlidiction of one mile <br />beyond the city limits. Discussion ensued. It was pointed out that the <br />citizens of the one mile extraterritorial jurisdiction had sought and did <br />effect the enactment of a Chapel Hill Township Zoning Ordinance, thus confirming <br />their desire not to be included under the Town of Chapel Hillys zoning ordinance <br />as they could not have representation on the Chapel Hill zoning board.
