MINUTES OF THE ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />January 6, 1969 <br />eaohl r'ACE xa- <br />The Board of Cormiissioners for the County of Orange, North Carolina, met in <br />regular session at the Courthouse in Hillsborough, North Carolina, at 10:00 A.M., <br />on January 6, 1969. <br />Members Present: Chairman Carl M. Smith, and Commissioners Harvey D. Bennett, <br />William C. Ray, Ira-,A. -Ward and Henry S. Walker. <br />Members Absent: None <br />Minutes were read and approved. <br />Reverend Samuel Fudge, Mrs. Ruth Long, Howard Johnson, Vincent Lamphier and <br />Mrs. Dorothy Gamble were present to discuss with the Board the names which had <br />been submitted for consideration as prospective members for the Human Relations <br />Council. Discussion ensued. <br />Norman Long, Zoning Officer, presented the annual report of the Planning <br />Board and the Board of Adjustments. <br />The Zoning officer presented the proposed amendments to the Orange County <br />Zoning Ordinance. The following amendments were endorsed by the Planning Board: <br />"Amend Section 7.2.2 to read: <br />Each mobile home in a mobile home park shall occupy a designated <br />mobile home space of at least 10,000 square feet, with a width of <br />at least 6$ feet exclusive of common driveways. This is a maximum <br />density. The local health department has the authority to require <br />more than 10,000 square feet per mobile home. <br />Amend Section 12.1 to read: <br />Any nonconforming building or other structure may be continued in <br />that use but may not be expanded in cubical content or floor area <br />and may not be converted to a different nonconforming use. <br />Any nonconforming buildin or other structure that is demolished or <br />destroyed in excess of 60? of its extent at the time of adoption of <br />this ordinance may not be rebuilt as a nonconforming use. A n- <br />conforming building or other structure that is demolished or <br />destroyed less than 60% may be rebuilt provided there is no inc ase <br />in cubical content or floor area and the rebuilding takes place thin <br />two years of the demolition or destruction. <br />(The second paragraph of Section 12.1 would remain in the Ordinance unchanged.) <br />Amend Section 11.6 to read: <br />Health Officer approval of Water Supply and Sewage Disposal Facilities <br />The Zoning Officer shall not issue a zoning permit for any use, building, <br />or purpose without written approval of any and all needed or proposed <br />water supply and sewage disposal facilities from the district health <br />office or the appropriate State Health Agency. Issurance and use of <br />zoning permits shall be subject to all terms and qualifications imposed <br />by the District Health Officer or the appropriate State Health Agency <br />and copies of all approvals, terms and qualifications shall be kept on <br />File in the Zoning Office." <br />Upon motion of Commissioner Walker, seconded by Commissioner Bennett, it was <br />moved and unanimously adopted, that Section 7.2.2, Section 12.1 and Section 11.6 of <br />the Orange County Zoning Ordinance be amended as recommended by the Planning Board. <br />The Zoning Officer stated that no action was taken by the Board of Commissioners <br />on the request of Mrs. Russell Lloyd relative to the rezoning of her property from <br />a residential area to a mobile home park area. Mr. Long further stated that Mrs. <br />Lloyd's request had been approved by the Planning Board. <br />Upon motion of Commissioner Ray, seconded by Commissioner Walker, it was <br />moved and unanimously adopted that the request of Mrs. Russell Lloyd to rezone <br />6.38 acres located on old highway #86 at Calvander from a residential area to <br />a mobile home park area be accepted. <br />The Zoning officer was instructed by the Board to schedule a public hearing <br />if any legal technicality should occur relative to the Lloyd rezoning request.
