t <br />f <br />April 17, 1967 Minutes Continued <br />091 <br />The order finally passed on April 17, 1967, authorizing not <br />exceeding $3,000,000 School Building Bonds of the County of Orange <br />for the purpose of providing funds, with any other available funds, <br />'AGAINST for erecting )additional school buildings and other school plant <br />• facilities, remodeling, enlarging and reconstructing existing school <br />••--• buildings and other school plant facilities and acquiring necessary <br />land and equipment therefor to provide additional school facilities <br />in said County to maintain the six months' school term as required <br />by Section 3 of Article IX of the Constitution, and a tax therefor. <br />/s/ <br />c a1mi1e or signature of <br />Register of Deeds and ex officio <br />Clerk of Board of Commissioners <br />/s/ Marshall T. The Register of Deeds and ex officio Clerk of the Board of <br />Commissioners is hereby directed to Certify immediately a copy of this resolution <br />to said County Board of Elections of Orange County. <br />Thereupon, upon motion of Commissioner Ray, seconded by Commissioner Walker, <br />the foregoing resolution entitled: "RESOLUTION CALLING A SPECIAL BOND ELECTION" <br />was passed by the following vote: <br />Ayes: Commissioners Harvey D. Bennett, William C. Ray and Henry S. Walker. <br />Noes: None <br />Chairman Bennett advised the Board that considerable interest and concern relativ <br />to the purported Texas Gulf Mining and Mineral search in the county and that intereste <br />citizens were requesting the Board of Commissioners to take legal steps to prevent thi <br />company from any type of mining operation; A. H. Graham, County Attorney, advised <br />the Board that they had no legal authority to prevent Texas Gulf Company or any other <br />company from mining operations. Mr. Graham stated further that a special local act <br />would be of no value as it would be ruled discrimatory and unconstitutional. Purhter <br />discussion ensued and it was agreed that a special meeting would be held in the <br />Courtroom at the courthouse in Hillsborough on Wednesday, April 19, 1967 in order <br />that all interested persons might attend and discuss the purported mining operation. <br />There being no further business to come before the Board said meeting was <br />adjourned to meet again on Wednesday, April 19, 1967 at 7:30 P.M. in the Court Room <br />at the Court House in Hillsborough. <br />Harvey D. All members were present. thi <br />to discus actionhwhichpmightfbe takeneinnorder to prevent ortcopetwithttheppurportedcminingof- <br />operations. <br />Pearson Stewart, representative from the Research Triangle, suggested that Dr. <br />Virgil Mann, Chairman of the University of North Carolina Department of Geology, and. <br />7r. Stephan Conrad, State Geologist, explain to the audience what is involved with <br />strip mining. <br />Dr. Stephen Conrad, State Geologist, said his office had known of commercial <br />interest in this area for about two years. He reaffirmed the statements of Dr. Mann <br />in general, particularity those made about the "ground rules°. <br />Various types of mining operations were explained by Dr. Virgil Mann. He stated <br />was opposed to any type of mining operations being conducted in Orange County as it wr <br />create a change in the ecology of the area.
