MINUTES OF THE ORANGE COUNTY c?.? <br />BOARD OF COMMISSIONERS <br />January 3, 1967 <br />The Board of Commissioners for the County of Orange, North Carolina, met in <br />regular session at the County Courthouse in Hillsborough, North Carolina, at <br />10:00 o'clock A.M. on January 3, 1967. <br />Members Present: Chairman Harvey D. Bennett, and Commissioners, William C. <br />Henry S. Walker, Carl M. Smith and Ira A. Ward. <br />Members Absent: None <br />Minutes of the December meetings were read and approved. <br />F. W. Albright, Route 1, Mebane, North Carolina, requested that the unpaved <br />secondary road in the Mebane area which crosses into Alamance County be paved. <br />He stated that the Alamance County portion of the road had been approved for paving <br />and that he would appreciate the Orange County Boards assistance in securing paving <br />for said road. it was learned that no petition had been presented on said requested <br />road. The Clerk was instructed to write Earl Hoover, District Engineer, as to <br />the cost and status of the proposed project. <br />Jim Caldwell, Assistant City Manager for the Town of Chapel Hill and Col. <br />Thomas J. Spiller, U. S. Army Retired, now Civil Defense Director of the Chapel <br />Hill-Carrboro area, were present to present their views as to the advantages which <br />could be derived from a joint county-city Civil Defense department. Discussion <br />ensued. Commissioner Ward requested Col. Spiller to submit a proposed five (5) <br />year Civil Defense program and budget to the Board for their further consideration. <br />Col. Spiller stated that such a program would be made available to the Board at <br />the earliest possible date. <br />Tom -Rose, Engineer for the Town of Hillsborough, presented plans showing the <br />location of a sewerage line which will cross the proposed Health building site. <br />,----Mr. Rose was requested to prepare a contract for engineering services in <br />connection with the construction of the proposed Lake Orange Project. Mr. Rose <br />was further requested by the Board to immediately proceed with the survey phase of <br />the work on the Lake Orange Project. ?-- <br />The annual Farm Agents and Home Demonstration Agents reports were submitted. <br />The following Blind Aid Grants were approved: <br />AID TO THE BLIND AGENDA <br />January 3, 1967 <br />NAME EFF. DATE AMOUNT REASON <br />Willie Roberts 12-66 NEW 137.00 Insufficient resources <br />of client in boarding <br />home <br />Frank Woods SAME 76.00 <br />The County Accountant submitted three (3) bills for legal services, same are <br />as follows: <br />ATTORNEYS AMOUNT SERVICES RENDERED <br />Mitchell, Pershing, Recreation District <br />Shetterly & Mitchell $1,038.25 Election <br />Mitchell, Pershing, <br />Shetterly & Mitchell 125.83 School Bond Election <br />Graham, Levings & Cheshire 750.00 Recreation District <br />Election <br />Upon motion of Commissioner Smith, seconded by Commissinner Ward, the County <br />Accountant was authorized to take from the Emergency Fund the necessary monies <br />in order that these bills might be paid. <br />Commissioner Ray introduced the following resolution, which was read: <br />RESOLUTION DEDICATING ADDITIONAL LAND FOR PUBLIC HEALTH BUILDING <br />WHEREAS, this Board at its meeting held on August 15, 1966, did dedicate a <br />certain tract or parcel of land on the south side of Margaret Lane in the Town of <br />Hillsborough as a site for a new public health building and related medical purposes <br />and
