BACKGROUND: Blue Cross/Blue Shield has requested that the County Commissioners approve a pyrotechnics permit for aloes-level fireworks display to be held in conjunction with their Family Day on June 7, 2003. GS 14-414 indicates that the Board shall consider a fireworks permit for "any and all kinds of fireworks and explosives, which are used for exhibitions or amusement purposes." County policy further requires assurance from the sponsoring agency that adequate public safety measures wilt be exercised; and that the County will be protected as an additional insured on the insurance policy(ies) covering the event. The display will occur in the Town of Chapel Hill Fire Department's jurisdiction. County approval is a criterion for Town approval. Blue Cross/Blue Shield has fulfilled the County's criteria for a pyrotechnic permit as evidenced by the attached documents. On the day of the display, the Town of Chapel Hill Fire Department will be responsible for ensuring that the site is set up as per the site plan and the inventory of pyrotechnics is commensurate with what is approved. At such point that both the Chapel Hill Fire Department and the Emergency Management Director are satisfied that the criteria for approval have been met, the permit will be signed and officially issued. FINANCIAL IMPACT: None RECOMMENDATION(S): The Manager recommends that the Board approve the pyrotechnics permit for the Blue Cross/Blue Shield Family Day 2003 on June 7, 2003, contingent upon final approval of the set up by the Emergency Management Director or his designee.
