<br />MINUTES OF THE ORANGE COUNTY 441, <br />BOARD OF COMMISSIONERS <br />April 25, 1966 <br />The Orange County Board of Commissioners met in adjourned session on Monday, <br />April 25, 1966 at 7:30 p.m. in the Commissioners Room at the courthouse in <br />Hillsborough, North Carolina. <br />Members present: Chairman Harvey D. Bennett, Commissioners Gordon B. <br />Cleveland, William C. Ray, Carl M. Smith and Henry S. Walker. <br />Members absent: None <br />The following persons were present at. the meeting: Marvin Walker, Mayor of the <br />Town of Mebane, accompanied by five members of the Board of Alderman for the Town of <br />Mebane, A. H. Graham, County Attorney, Don S. Matheson, President of the Orange <br />County Industrial Development Commission, Alan Hawkins, Chairman of the Mebanecoy <br />Expansion Committee, Tom Rose, Consulting Engineer for Orange County, Clem Mos}iym, <br />Executive Secretary for the Burlington-Alamance Chamber of Commerce and Douglas <br />Allison, representative of the North Carolina Department of Conservation and <br />Development. <br />This meeting was held for the purpose of determining what action could be taken <br />by the Town of Mebane and Orange County in the financing of a water and-sewer servic <br />to a prospective industrial plant which wanted to locate just outside the town of <br />Mebane in Orange County. <br />After a review of the situation-the following decisions were reached. <br />The water lines, tank, and pumping station would cost approximately $371,000.00. <br />The sewer line from the proposed site to the Mebane plant including pump station wil3 <br />cost $85,000.00. The Town of Mebane will assume the total cost of the project <br />through the issuance of revenue bonds, which bonds will be guaranteed by Orange <br />County. <br />Upon motion of Commissioner Ray, seconded by-Commissioner Cleveland, it was <br />moved and unanimously adopted that, Orange County accept the proposal presented by <br />the Town of Mebane for the financing of a water and sewer line to the proposed <br />.industrial site located in Orange County. <br />It was agreed that Mayor Walker and Chairman Bennett would appoint a Commission <br />comprised of three persons. This Commission would begin immediately to develop the <br />proposed water and sewer project. <br />There being no further business the meeting was adjourned. <br />Harvey Bennett <br />Chairman <br />S. Bennett, Commissioners Gordon B. <br />Cleveland, William C. Ray and Henry S. Walker. <br />Members absent: Commissioner Carl M. Smith. <br />In order to comply with the-provision of G.S. 105-294 relative to the adoption <br />of an assessment ratio the Tax Supervisor recommended the adoption of a 70% assess- <br />ment ratio for the calendar year of 1966. Discussion ensued. <br />Upon motion of Commissioner Cleveland, seconded by Commissioner Walker, it was <br />moved and unanimously adopted that the 1966 tax assessment ratio be set at 70%.
