MINUTES OF THE ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />April 14, 1966 <br />The Orange County Board of Commissioners met in special session on Thursday, <br />April 14, 1966 at 7:30 o'clock p.m. in the Commissioners Room at the courthouse in <br />Hillsborough, <br />Members present: Chairman Harvey D. Sennett, Commissioners Gordon B. <br />Cleveland and Henry S. Walker. <br />Members absent: Commissioners William C. Ray and Carl M. Smith. <br />Don S. Matheson, Senator, Fred S. Claytor, Mayor of the Town of Hillsborough, <br />Lacy Gibson, Supervisor for the Farmers Home Administration and Pearson Stewart, <br />representative of the Research Triangle Planning Commission were present. <br />The purpose of this meeting was to discuss the possibility of a county wide <br />water and sewer survey. Discussion also ensued pertaining to the application made <br />through the Farmers Home Administration for a grant which would finance a portion <br />of this survey. <br />"On motion of Commissioner--Wallmr,.du2Y• seconded by Commissioner Cleveland, the <br />following resolution was unanimously adopted: <br />WHEREAS, this Board in regular session on September 7, 1965, passed an <br />017(finance establishing a Planning Board for Orange County; and whereas, said <br />ordinance provided for the general powers and duties of said Planning Board under <br />Section 3 of said ordinance; and <br />WHEREAS, after full discussion by this Board it now appears that broader and <br />additional powers should be accorded to said Board: <br />NOW, THEREFORE, BE IT RESOLVED by this Board that Section 3 of said Planning <br />Board ordinance be and the same is hereby amended by adding a new subhead at the <br />end of said section to be known as Subsection 8, the same to read as follows: <br />t8) To undertake and prepare a comprehensive and coordinated plan for the <br />proper use, preservation and continued purity of water resources of Orange County. <br />Also in conjunction with this water survey to conduct general surveys and prepare <br />the outlines of a plan for the disposition of sewage within the county. Further <br />that the Planning Board for Orange County be and the same is hereby vested with full <br />power and authority to petition and receive grants from the Farmers Home Administrat <br />or any other federal or state agency which is available for study surveys and <br />planning in connection with the development of Orange County." <br />Upon motion of Commissioner Cleveland, seconded by Commissioner Walker, it was <br />moved and unanimously adapted that, Orange County proceed.to make application to <br />the Farmers Home Administration for a grant to conduct a county wide water and <br />sewer survey. <br />Upon motion of Commissioner Walker, seconded by Commissioner Cleveland, it was <br />moved and unanimously adopted that, Pearson Stewart of the Research Triangle <br />Regional Planning Commission formulate a proposal to.do this study on behalf of his <br />Commission and submit said proposal to the Board for their consideration. <br />Discussion ensued as to the problem of providing water and sewer-to the Mebane <br />area for industry presently interested in locating in this proposed area. The <br />County Administrator was directed to advise the industry that the Orange County <br />Board of Commissioners are unable to provide a definite date for providing water <br />and sewer service to the proposed area. He was further authorized to state that thi <br />County was interested in providing these services but that no action could be taken <br />until a report is received from the Alamance-Orange Water Cooperative. <br />There being no further business to come before the Board said meeting was <br />adjourned to meet again on Monday, April 25, 1966. <br />Harvey D.
