1 <br /> APPROVED 2/17/26 <br /> MINUTES <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> RETREAT <br /> January 16, 2026 <br /> 9:00 a.m. <br /> The Orange County Board of Commissioners met for a retreat on Friday, January 16, 2025 at <br /> 9:00 a.m. at Whitted Human Services Center in Hillsborough, NC. <br /> COUNTY COMMISSIONERS PRESENT: Chair Jean Hamilton, Vice-Chair Amy Fowler, and <br /> Commissioners Jamezetta Bedford, Marilyn Carter, Sally Greene, Earl McKee, and Phyllis Portie- <br /> Ascott <br /> COUNTY COMMISSIONERS ABSENT: None. <br /> COUNTY ATTORNEYS PRESENT: John Roberts <br /> COUNTY STAFF PRESENT: County Manager Travis Myren, Deputy County Manager Caitlin <br /> Fenhagen, and Clerk to the Board Laura Jensen. (All other staff members will be identified <br /> appropriately below) <br /> Chair Hamilton called the meeting to order at 9:00 a.m. All commissioners were present, <br /> except Commissioner Bedford. <br /> 1. Welcome and Opening Comments <br /> Chair Hamilton welcomed everyone to the meeting. The commissioners and staff in <br /> attendance introduced themselves. <br /> Commissioner Bedford arrived at 9:01 a.m. <br /> 2. Collaborative Board Activity <br /> The commissioners put together a puzzle as a team. The puzzle was created from a <br /> photograph by Kayla Pendergraft called "Short Kiss of Winter." Kayla Pendergraft's photo was <br /> the 2020 Adult 2nd Place Winner in the Nature of Orange photography contest. <br /> 3.
