There have been multiple amendments to the Rules of Procedure since that time. When <br /> the Rules of Procedure were first drafted, contextual information was included in the form of <br /> comments. These comments were drawn from North Carolina General Statutes, literature <br /> regarding best practices for local government meetings, and Robert's Rules of Order, and were <br /> intended to help the reader understand the purpose of the rule. <br /> At the January 16, 2026 BOCC Retreat, the Board discussed the process for reviewing petitions <br /> made by commissioners during Business meetings. The Board agreed upon a process and the <br /> Chair stated that this process should be included in the Rules of Procedure.
