]D MINUTES OF THE ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />March 28, 1966 <br />The Orange County Board of Commissioners met in adjourned session on Monday, <br />March 28, 1966 at 7:30 o'clock p.m. in the court room at the courthouse in <br />Hillsborough, N. C. 11 <br />Members present: Chairman Harvey D. Bennett, Commissioners Gordon B. Cleveland <br />William C. Ray, Carl M. Smith and Henry S. Walker. <br />Members absent: None <br />The purpose of this meeting was to discuss with the concerned agencies of <br />government the problems and criticisms which have arisen against the Medical <br />Examiner's Program in the county. <br />Representatives from the Chapel Hill Police Department, Carrboro Police <br />Department, Hillsborough Police Department, Mebane Police Department, Orange County <br />Sheriff's Department, the District Health Department, the County Medical Examiners, <br />the County Coroner, the County Welfare Department and the County Senator, Don <br />Matheson, were present. <br />James Harper, former member on the staff at the Institute of Government,spoke t <br />the meeting concerning the Medical Examiner's System and placed particular emphasis <br />on the subject of the removal of deceased persons. A question and answer session <br />followed Mr. Harper's presentation. <br />The Medical Examiner stated it was his opinion that an officer who <br />investigates death, particularly traffic deaths, should first satisfy himself as to <br />the apparent cause of death and authorize the removal of the corpse. That it should <br />not be necessary for the Medical Examiner to examine the body at the scene of the <br />death. <br />Commissioner Ray presented to the Board an application for a Federal Grant. <br />This grant is being secured in order to finance a water and sewer survey for rural <br />Orange County. Action for the approval of said application.has been taken at the <br />February 7, 1966, regular monthly meeting. <br />Chairman Bennett read a letter from T. A. Burton, Division Engineer, relative <br />to Howell Street Extension. The letter advised the Board that the request will be <br />placed in an inactive file unless the State Highway Commission was able to secure <br />the right of way on said street before May 2, 1966. The Clerk was directed to send <br />a copy of this letter to each petitioner of the Howell Street Extension petition. <br />There being no further business to come before the Board this meeting was <br />adjourned. <br />Harvey D. C. <br />Members present: Chairman Harvey D. Bennett, Commissioners Gordon Cleveland, <br />William C. Ray and Henry S. Walker. <br />Members absent: Commissioner Carl M. Smith. <br />Mrs. Harden Johnson of Route 2, Mebane, N. C., accompanied by a group of citize <br />from that area appeared before the Board to inquire about the action taken on a road <br />petition submitted for SR01117. Chairman Bennett instructed the Clerk to write the <br />State Highway Commission and request that they notify Mrs. Johnson as to the status <br />of road 01117. <br />Finley Parker of Route 1, Cedar Grove, N. C., requested that road. numbers 1368 <br />and 1369 be improved and paved. The Clerk was requested to write the District <br />Engineer and inform them of Mr. Parker's request. <br />Commissioner Ray presented a petition for a road designated as Church Road.
