4:3b <br />MINUTES OF THE ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />March 16, 1966 <br />The Orange County Board:of Commissioners met in adjourned session on Wednesday, <br />March 16, 1966 at 6:30 o'clock p.m. at the Pines Restaurant in Chapel Hill, N. C. <br />Members present: Chairman Harvey D. Bennett, Commissioners William C. Ray, <br />Carl M. Smith and Henry S. Walker. <br />Members absent: Commissioner Gordon B. Cleveland. <br />The purpose of this meeting was to meet with Dr. 0. David Garvin, District <br />Health Officer. Dr. Garvin-explained a proposal concerning the development of a <br />Mental Health Program which falls under the jurisdiction of his department. Dr. <br />Garvin stated further that the possibility of obtaining a Federal Grant on a three <br />to one basis, to aid in developing such a program, would be necessary and that this'' <br />grant would continue for an indefinite period of time. <br />Upon motion of Commissioner Smith, seconded by Commissioner Ray, it was moved <br />and unanimously adopted, that the-Orange County Board of Commissioners committ <br />$5,000.00 from the 1966-67 budget for the purpose of assisting the Health Department <br />develope the necessary Mental Health Program. <br />Dr. Garvin informed the Board that he had received a request from the State <br />Board of Health concerning a possible State grant on a two for one basis, this <br />grant is to be allocated during the 1967-1968 fiscal year. The State Board of <br />Health is interested in securing from the counties tentative approval of these <br />funds from the 1967-1968 budget so their department might have a definite request <br />to make of the General Assembly when it convenes for the 1967 session. <br />Upon motion of Commissioner Ray, seconded by Commissioner Walker, it was moved <br />and unanimously adopted, that Orange County tentatively earmark from the 1967-1968 <br />budget the sum of $5,000.00 to be applied to the Mental Health Program and that Dr. <br />Garvin be authorized to so advise the State Health Department of the action taken <br />by the Orange County Board of Commissioners. <br />Dr. Hubert Patterson, County Medical Examiner, appeared before the Board to <br />discuss recent criticisms made of the Medical Examiner's Program. As Results of Dr.' <br />Patterson's and the Board's discussion it was decided to call a meeting of all the <br />Medical Examiners, Law Enforcement Officers, Funeral Directors and other persons <br />connected with this phase of government, in order, to develope and establish a set <br />of general rules concerning the moving of deceased persons. <br />Discussion ensued concerning what Orange County's position should be on the <br />proposed construction of a water and sewer line for industrial facilities. In <br />light of the existence of the Alamance-Orange Water Cooperative the Board decided <br />to refrain from any action at this time, in order, to lea=n if any definite <br />development concerning the Cooperative's plans would materialize. <br />There being no further business to come before the meeting same was adjourned <br />to meet again on Thursday, March 17, 1966, at 2:30 p.m. in the Commissioners' Room <br />in Hillsborough, N. C. <br />Members present: Chairman Harvey Bennett, Commissioners William C. Ray and <br />Henry S. Walker <br />Members absent: Commissioners Gordon B. Cleveland and Carl M. Smith <br />The purpose of this meeting was to meet with the representative of the North <br />Carolina Department of Public Welfare, Members of the Orange County Welfare Board <br />and Tom Ward, Welfare Director, to discuss the Food Stamp Program. Paul Kirby, <br />representative of the State Welfare Board, explained to the Board how the Food <br />Stamp Program would be instituted and made available for the Orange County Welfare <br />recipients.
