The Orange County Board of Commissioners met in regular session on Monday, May 3, 1965, at <br />10:00 o'clock A.M., in the Commissioners Room in the Courthouse in Hillsboro, N. C. <br />Members Present: Chairman Harvey D. Bennett, Commissioners Gordon B. Cleveland, William <br />C. Ray, Henry S. Walker and Carl M. Smith. <br />Members absent: None. <br />The minutes of the April 5th and April 22nd meetings were read and approved after being <br />corrected. <br />George Levi.ngs, County Attorney, was present to report on the proposed Recreation District <br />Bill. Col. Levings informed the Board that certain areas of the bill, in the opinion of the Attorney <br />General and the Bond Attorneys, had been ruled as being unconstitutional. <br />Col. Levings also advised the Board that local legislation concerning planning areas in the <br />county had not been enacted because a state-wide bill which would give the county Boards of Commis- <br />sioners authorization to establish planning areas within their respective counties had been enacted. <br />The County Administrator advised the Board that he had had no response from his letters to <br />the former members of the County Planning Board, and that he took this lack of response as being <br />an indication that these persons would not serve on the newly appointed planning board. Discussion <br />ensued concerning qualified persons who would serve as members of the new Orange County Planning <br />Board. The maximum membership for this board is seven members. <br />Upon motion of Commissioner Cleveland, seconded by Commissioner Smith, and unanimously <br />adopted, the following citizens were named to the Orange County Planning Boar]: <br />Robert E. Strayhorn <br />C. T. Kaylor <br />V. A. Hoyle <br />Aubrey B. McLennan <br />It was the expressed wishes of the Commissioners that this board be organized and begin <br />work as soon as is convenient. <br />The following road petitions were approved, and the Clerk was authorized to forward them <br />to the State Highway Commission: <br />Section I, Heritage Hills Subdivision <br />Alabama Avenue, off Jones Ferry Road <br />Old Pittsboro--Hillsboro Road <br />S. R. #1320 <br />Jim Wight, Welfare Director, presented the following Aid to the Blind grants. Said letter inquired as to the interest that Orange County might <br />have in participating jointly with Alamance County in building and financing a mental health program <br />center. No action was taken on this matter.
