i?bb Minutes of the Board of County Commissioners <br />March 15, 1965 <br />The Orange County Board of Commissioners met in adjourned session on Monday, March 15, 1965, <br />at 10:00 o'clock a.m., in the Commissioners room at the courthouse in Hillsboro, N. C. <br />Members present: Chairman Harvey D. Bennett, Commissioners Gordon B. Cleveland, Henry <br />Walker, Carl M. Smith, and William C. Ray. <br />Members absent: None. <br />The Board convened as a Board of Equalization and Review, and the oath of this office was <br />administered to each 3oard member by E. M. Lynch, Clerk Superior Court. <br />There being no business ready to come before this Board, the Board of Equalization and <br />Review adjourned and re-convened as a Board of Commissioners. <br />Phillip Greene of the Institute of Government and Lucian Foust of the Research Triangle <br />Regional Planning Commission were present to discuss with the Board zoning in the Homestead Com- <br />munity area.' At the conclusion of this discussion, members of the Board were shown maps of a pro- <br />posed area for zoning. <br />Chairman Bennett read a letter from R. B. Todd, Town Manager of Carrboro, concerning the <br />re-appointment of J. Herbert Holland to the Carrboro Planning Board. The Town of Carrboro request- <br />ed that Mr. Holland be re-appointed for a two year term beginning April 18, 1965. Said letter made <br />a similar request for the re-appointment of Aubrey Harvard to the Board of Adjustments for the <br />Town of Carrboro for a two year term beginning April 18, 1965. <br />Upon motion of Commissioner Smith, seconded by Commissioner Cleveland, and unanimously <br />adopted, J. Herbert Holland was appointed to the Carrborc Planning Board for a two year term <br />beginning April 18, 1965, and Aubrey Harvard was appointed to the Carrborc Board of Adjustments <br />for a two year term beginning April 18, 1965. <br />George Levings, County Attorney, presented a proposed local act to allow changes in the <br />number of jurors that may be drawn for Superior Court in Orange County. <br />Upon motion of Commissioner Smith, seconded by Commissioner i•;alker, the following bill was <br />unanimously approved and authorized to be sent to the Orange County representatives to the General <br />Assemb]y: <br />A BILL TO 3E ENTITIM AN ACT TO ACID CHAPTER 9 OF T GEIERAL STATUTES OF NORTH <br />CAROLINA, AS A12E;7DED, SO AS TO AUTKO_,aZE MORE JURORS TC 3E DRAWN FOR SESSIONS OF <br />THE SUPERIOR COURT OF ORANGE COT= <br />The General Assembly of North Carolina do enact: <br />Section 1. General Statutes 9-4 as heretofore amended is hereby amended by <br />including therein, "In Orange County the commissioners may in their discretion cause <br />an additional thirty-six (36) scrolls to be drawn for each week of any session of the <br />Superior Court to be held in said county." <br />Sec. 2. This Act shallapply to Orange County only. <br />Sec. 3. All laws and clauses of laws in conflict her°with are hereby repealed. <br />Sec. 4. This Act shall be in fill force and effect from and after ratification. <br />The County Attorney also presented a bill relative to the property taxation of certain <br />hospital service corporations. After sours discussion of this act, Commissioner Smith moved that <br />the Board approve this act and forward it to the Orange County representatives, requesting that <br />they discuss this proposal with the legislators -from Trrrham County prior to taking any action on <br />t'ie matter. After a second from Commissioner Ray, this motion was unanimously adopted. <br />The County Attorney read a proposed bill authorizing the creation of a Recreation District <br />in Orange Colu]ty. After some discussion of this act, the Tloard directed the County Administrator <br />to send conies of this act to the Chapel Hill-CarrboroChamber of Commerce and to the Town Boards of <br />Chapel Hill and Carrboro, and to request their comments about this prooosal4 <br />There being no further business to come before the Board, the meeting was adjourned. <br />Harvey D.
