The Crange County Board of Commissioners met in regular session on Monday, February 1, <br />1965, at 10:00 o'clock a.m., in the Commissioners Room at the Courthouse in Hillsboro, N. C. <br />Members present: Chairman Harvey D. Bennett, Commissioners Gordon B. Cleveland, William <br />C. Ray and Henry S. Walker. <br />Members absent: Commissioner Carl M. Smith. <br />Due to the absence of the Clerk, S. M. Gattis was requested to take the minutes of said <br />meeting.. <br />Upon motion of Commissioner Cleveland, same being duly seconded, the Acting Clerk was <br />asked to dispense with the reading of the minutes of the January 4th meeting. <br />Chairman Bennett stated that in reviewing the minutes of the January 4th meeting he noticed <br />that no reference had been made to action taken by the Board with reference to the Blind Aid Grants <br />received from the Welfare Department. The Clerk was directed to insert a list of these grants <br />into the January 4th meeting. <br />Paul Siebel, Community Services Consultant, informed the Board that the County Advisory <br />Committee, established through the Employment Opportunities Act, had prepared its first proposal <br />for transmittal to Washington, D. C. This program included such items as Remedial Reading, Pre- <br />School Reading and Adult Education. The Board directed Mr. Siebel to forward the proposal to <br />Washington with their endorsement and approval. <br />The following road petition was presented and the Clerk was requested to forward same to <br />the State Highway Commission: <br />Broogdocm (Brigadoon) <br />George Jenkins of the Homestead Community near Chapel Hill presented the Board with a <br />petition signed by 118 citizens of said community. Said petition requested that the Homestead <br />Community area be zoned. 2rr. Jenkins stated that this area was being considered for zoning by <br />both the towns of Chapel `fill and Carrbom . Discussion ensued. The Board advised Mr. Jenkins <br />that said petition would be taken under consideration and that the signed petition and the map of <br />the area would be on file with the Clerk to the Board. <br />Jim Wight, Welfare Director, presented the following Aid to the Blind grants. M. Lynch, Clerk of Court <br />The. Welfare Director also presented the semi-annual financial report of his department. <br />This report was favorably received by the Board. <br />Gera P. Sykes was present to discuss with the Board two bills which he proposed to have <br />introduced in the General Assembly. The bills, entitled'A.Bill to Be Entitled An Act To Amend <br />The Laws of Eminent Domain In North Carolina" and "A Bill To Be Entitled An Act To Provide For The <br />Re-Evaluation of Real Property Taken For Public Purposes", were reviewed by the Board. Copies of <br />this proposed legislation were given to each Board member at their January 4th meeting and same had <br />also been copied in the minutes of that meeting. The bill entitled "A Bill To Be Entitled An <br />Act to Ament The Laws of Eminent Domain In North Carolina" had been amended by Mr. Sykes. <br />Upon motion of Commissioner Cleveland, seconded by Commissioner Walker the following proposed <br />legislation entitled "A Bill To Be Entitled An Act To Provide For The Re-Evaluation of Real Property <br />Taken For Public Purposes" was unanimously adopted.
