Minutes of the Board of County Commissioners <br />September 8, 1964 <br />365 <br />The Orange County Board of Commissioners met in regular session on Tuesday, September 8, <br />1964, at 10:00 o'clock A.M., in the Commissioners Boom in the Courthouse in Hillsboro, N. C. <br />Members Present: Chairman Donald M. Stanford, Commissioners Harvey Bennett, Gordon B. <br />Cleveland, Carl M. Smith and Henry S. Walker. <br />Members absent: None. <br />The minutes were read and approved. <br />Commissioner Bennett inquired about the disposition of the air conditioning units removed <br />from the county offices on the completion of the central air conditioning of the Courthouse. The <br />County Administrator informed the Board that the following agencies received the air conditioning <br />units: <br />Orange County Board of Education (six) <br />Chapel Hill Board of Education (six) <br />District Health Department (two) <br />Welfare Department (Carrborc) (two) <br />The following department officials submitted reports for the month of August, 1964: <br />Cashe Boggs, Dog Warden <br />James Wight, Welfare Director <br />Tom Bivins, Veterans Service Officer <br />E. M. Lynch, Clerk of Court <br />Betty June Hayes, Register of Deeds <br />Chairman Stanford brought to the attention of the Board reports from the following: <br />Grand Jury <br />Medical Examiner <br />Chapel Hill Public Libraryy <br />Chairman Stanford stated that Dr. Hubert Patterson, Orange County Medical Examiner, had <br />mentioned to him that the National Medical Examiners' meeting was to be held in Boston sometime <br />in the near future. Dr. Patterson had said that he would be unable to attend said meeting, but that <br />one of his assistants might be in a position to attend. Chairman Stanford stated that Dr. Patterson <br />had asked if the Board would consider paying the expenses of a delegate to said meeting. Since <br />this was not an official request from Dr. Patterson, no action was taken on said matter. <br />The following road petitions were submitted and the clerk was authorized to forward them <br />to the State Highway Commission: <br />1. Wave Road <br />2. Lawrence Road -- SR #1561 <br />3. Unnamed street off South Circle Drive <br />(in Dogwood Acres Ettention) <br />4. Efland Hall Mill Road -- SR #1338 <br />The County Administrator informed the Board that James J. Freeland, local contractor, <br />had offered to tear down the Walker building, level and gravel the ground, and make same suitable <br />for a parking area at no cost to the County, provided he could have the bricks from said building. <br />The Board authorized the County Administrator to advise Mr. Freeland that his offer was <br />accepted. <br />Commissioner Bennett brought to the attention of the Board the matter of the per diem <br />now being paid the County A. B. C. Board members. He stated that all other County Boards had <br />requested and been given a raise in per diem received and that he was of the opinion that the <br />A. B. C. Board had not been included in this action. Discussion ensued. No action was taken on <br />said matter since the A. B. C. Board had not requested that their per diem be increased. <br />Upon motion of Commissioner Cleveland, seconded by Commissioner Bennett, the following <br />resolution was unanimously adopted: That Orange County make immediate application to the State <br />Board of Public Welfare requesting the assignment to Orange County of a Community Services Consultant <br />to work throughout the County with both public and private agencies concerned with developing the <br />County's resources in meeting the needs of the socially and economically handicapped.' <br />Understanding: The State Board of Welfare will bear the full salary expense of the <br />consultant and a secretary for the consultant's office from Federal grant funds which the State <br />has received for this purpose. <br />Office space and facilities must be provided locally. <br />Direction of the consultant's work will be by the Chief of the State Board's Ccmr_unity <br />Consultative Services, coordinated with the County Commissioners and such public and private agencies <br />as the work may involve.
