Minutes of the Board of County Commissioners <br />June 1, 1964 <br /> <br />The Orange County Board of Commissioners met -n regular session on Monday, June 1, 1964, <br />at 10:00 otclook A.M., in the Commissioners Room at the Courthouse in Hillsboro, N. C. <br />.Members present: Chairman Donald Stanford, Commissioners Harvey Bennett, Gordon Cleveland, <br />Henry S. Walker and Carl M. Smith. <br />Members absent: None. <br />The mimrtes were read and approved after a correction concerning the addition of a motion <br />regarding the increase of the County Welfare Board from a three man to a five man Board. <br />A complaint was lodg6d by Clyde Scott against the operation of a store owned by Classie <br />Dean. Mr. Scott stated that the care congested the street, that there was frequent boisterous and <br />loud conduct, and that the store was generally disturbing the neighborhood. Chairman Stanford <br />advised Mr. Scott that his complaint would be brought to the attention of the Sheriff, even though <br />it was felt that this neighborhood was within the corporate limits of the town of Hillsboro. <br />The following department officials presented their reports for the month of May, 1964: <br />Ed Barnes, County Agent <br />Cyrus Green & Bryant Smith, Asat. County Agents <br />E. M. Lynch, Clerk of Court <br />Tom Bivins, Veterans Service Officer <br />Chairman Stanford brought to the attention of the Board that the position of Vice Recorder <br />for Orange County's Recorders Court was now vacant due to the resignation of L. J. Phipps. Discussion <br />ensued concerning said matter. It was agreed that this matter be referred to the Orange County Bar <br />Association for their recommendations, and George.Levings, County Attorney, was requested to bring <br />this matter to their attention. <br />Chairman Stanford read the following telegram from D. W. Brosnan, President of Southern <br />Railway System- <br />I am delighted to tell you that Southern Railways reduced grain freight rates <br />have been upheld by the U. S. District Court in Cincinnati. This big victory <br />for the right to save people money through reduction in artificially high <br />freight prices will surely mean a lot to the people and the eoonamy of your <br />community. Your support in this fight is gratefully acknowledged as having <br />contributed greatly to this wonderful result. <br />Chairman Stanford read a letter from 0. David Garvin, District Health Officer. Dr. Garvin <br />requested that the District Health Department be given two window air conditioners by the County <br />after the completion of the installation of air conditioning in the oourthouse.. These air conditioners <br />can be used in the Chapel Hill office located on the University campus. Dr. Garvin also requested <br />that the Board consider donating two or three units to the Person County Health Center, as this <br />center accommodates a number of Orange County residents. <br />The Board agreed that at the proper time the District Health Department in Chapel Hill <br />should receive some of the units, but that any additional units could be used by other governmental <br />agencies located in this county. <br />Commissioner Smith presented the program and by-laws which have been adopted by the Health <br />Planning Council for Central North Carolina, He stated that all agencies connected with the proposed <br />program had been contacted and that general agreement had been reached-within these groups. <br />Upon motion of Co-missioner Smith, seconded by Commissioner Bennett, the following resolution <br />was unanimously adopted: <br />HESOT,UTION Jude 1,.1964' <br />THE BOARD OF COMMISSIONERS OF ORANGE COUNTY <br />On request of the organizational Committee of the Cotmaunity Health <br />Organization, and after study of the Charter and By-Laws and the -nominations <br />to membership on the Health Planning Council for Central North Carolina, we the <br />Board of County Commissioners of Orange County do hereby approve the principle <br />of areawide planning for the improved health care of the three Counties of Orange, <br />Durham, and Wake, as represented by the Health Planning Council for Central <br />North Carolina. <br />Upon motion of Commissioner Smith, seconded by Commissioner Cleveland, the following reso- . <br />.cation was unanimously adopted: <br />RESO=CN <br />The Board of Commissioners of Orange County in official meeting hereby <br />approve for membership on the Health Planning Council of Central North Carolina, <br />in accordance with the provisions of the Charter and By-Laws of the Council, for a <br />term of office beginning June 1, 1964, the following persons: <br />George Watts Hill <br />John Alexander McMahon <br />Carl M.
