Minutes of the Board of County Commissioners <br />May 4, 1964 <br />The regular May meeting of the Board of Commissioners for the County of Orange, North <br />Carolina, was held at the County Courthouse in Millsboro, North Carolina, the regular place of <br />meeting, at 10 o'clock a.m., may 4, 1964., <br />Present: Chairman Donald M. Stanford, Commissioners Harvey Bennett, Gordon B. Cleveland, <br />Carl M. Smith and Henry S. Walker. <br />Absent: None <br />The minutes of the last meeting were read and approved. <br />George Lucas appeared before the Board to lodge a complaint against the new system of <br />vaccination of dogs by veterinarians and to request that the former method of vaccination by <br />the dog warden he reinstated. Mir. Lucas stated that many other citizens were disturbed by the <br />present system. He also said that a tag was not issued at the time his dog was vaccinated. The <br />Board referred Mr. Lucas to Dr. 0. David Garvin, District Health Director. <br />Road petitions were submitted by the following people, and the clerk was authorized to <br />forward them to the State Highway Commission: <br />1. John Efland <br />2. Annie Lee Butler <br />The following department officials submitted reports for the month of April, 1964: <br />E. M. Lynch, Clerk of Court <br />Jessie Trowbridge, Home Demonstration Agent <br />James Wight, Welfare Director <br />The Board discussed with Mr. Wight the appointment of two additional members to the Orange <br />County Welfare Board. <br />adopted,Uthe motion Welfare Boardewas econded by <br />increase its membership from uth present <br />three (3) man Board to a five (5) man Board. This action is effective as of July 1, 196h. <br />The Chairman announced that pursuant to action of the Board at its special meeting held <br />at the Courthouse on April 29, 196h, setting a public hearing before the 3oard at 10 o'clock a.m., <br />May 12, 1964, upon an order authorizing $40,000 County Courthouse bonds. This meeting is adjourned <br />to reconvene May 121 196h, at 10 o'clock a.m., at the Courthouse, Hillsboro, N.
