A special meeting of the Board of Commissioners for the County of Orange, North <br />Carolina, was held at the County Courthouse in Hillsboro, North Carolina, the regular: <br />place of meeting at 10 o'clock A.M., April 29, 1964. <br />Present: Chairman Donald M. Stanford and Commissioners Harvey Bennett, Gordon <br />Cleveland, Carl M. Smith and Henry S. Walker. <br />Absent: None <br />Also present: S. M. Gattia, County Accountant, and Betty June Hayes, Register of <br />Deeds and ex officio Clerk of Board of Commissioners. <br />The Chairman announced that a special meeting bad been called to be held at 10 <br />o'clock A.M., on April 29, 1964, at the County Courthouse in Hillsboro, North Carolina, <br />and that two days' written notice in the following form bad been given to each of tbe? <br />Board members and a copy thereof bad been posted on the County Courthouse bulletin <br />board at 4:00 o'clock P.M., on April 25, 1964, and has remained so posted: <br />NOTICE OF SPECIAL MEETING <br />OF THE. <br />BOARD OF COMMISSIONERS FOR ORANGE COUNTY, <br />NORTH CAROLINA <br />NOTICE IS HERESY GIVEN that a special meeting of the Board of Commissioners for <br />the County of Orange, North Carolina, will be bold at 10 o'clock A.M., April 29, 1964, <br />at the Courthouse in Hillsboro, North Carolina, for the purpose of taking any necea- <br />e of <br />businessoas$may comeobeforeothebBoard Bond <br />Orangec County nanconnection with the d acting upon such otherauthorization <br />s/s Donald M. Stanford <br />Chairman of Board of Commissioners <br />Dated this 25th day of <br />April, 1964• <br />Thereupon Commissioner Smith introduced the following order authorizing bonds <br />which was read: <br />ORDER AUTHORIZING $40,000 COUNTY COURTHOUSE BONDS <br />BE IT ORDERED AND RESOLVED by the Board of Commissioners for the County of <br />Orange: <br />1. That, pursuant to The County Finance Act, as amended, the County of Orange, <br />North Carolina, is hereby authorized to contract a debt, in addition to any and other <br />other debt which said County may now or hereafter have power or authority to contract, <br />and in evidence thereof to issue County Courthouse Bonds in an aggregate principal <br />amount not exceeding $40,000 for the purpose of providing funds, with any other <br />available funds, for remodeling and improving the County Courthouse. <br />2. That the purpose for which said bonds are authorized as herainabove set forth <br />and for which the proceeds of the bonds will be expended is hereby found and declared <br />to be a necessary expense of the County of Orange within the meaning of Section 6 of <br />Article VII of the Constitution of North Carolina. <br />3. That a tax sufficient to pay the principal of and the interest on said bonds <br />when due shall be annually levied and collected. <br />4. That a statement of the County debt has been filed with the Clerk and is <br />open to public inspection. <br />5. That this order shall take effect thirty days after the first publication <br />thereof after final passage, unless in the meantime a petition for its submission to <br />the voters is filed under said Act, and that in such event it sball take effect when <br />approved by the voters of the County at an election as provided in said Act. <br />The Board thereupon designated the County Accountant as the officer to make and <br />file with the Clerk the statement of debt and assessed valuation of the County as <br />required by The County Finance Act, as amended, to be filed before the final passage <br />of the order which was introduced at this meeting. <br />Thereupon the County Accountant filed with the Clark, in the presence of the <br />Board, the statement of debt and assessed valuation as so required. <br />The order authorizing $40,000 County Courthouse Bonds was thereupon passed on <br />first reading. <br />On motion duly made and unanimously carried the Board fixed 10 o'clock A.M., May <br />12, 1964, as the hour and date for the public hearing upon the foregoing order, and <br />directed the Clerk to publish said order, together with the appended note as required <br />by The County Finance Act, as amended, in The News of Orange County not later than the <br />tenth day before said date. <br />ORANGE COUNTY <br />STATEMENT CONCERNING OTHER THAN SCHOOL INDEBTEDNESS
