328 <br />Minutes of the Board of County Commissioners <br />December 2, 1963 <br />The Orange County Board of Commissioners met in regular session on Monday, <br />December 2, 1963, at 10 o'clock a.m. in the Commissioners Room at theā€¢courtbouse in <br />Hillsboro, N. C. <br />Members present: Chairman Donald Stanford, Commissioners Harvey Bennett, <br />Gordon Cleveland, Carl M. Smith and Henry S. Walker. <br />Members absent: None <br />The minutes of the November 4, 1963, meeting were read. One correction was <br />made and the minutes were subsequently approved. <br />Chairman Stanford relinquished the chair for the purpose of electing a <br />Chairman for the Board. -The County Administrator gave each Board member the ballots. <br />Donald Stanford was re-elected as Chairman and Harvey Bennett was elected Vice <br />Chairman of said Board. <br />Fred Claytor, Mayor of Hillsboro, inquired as to whether the Board had reached <br />a decision concerning the request of an appropriation of-$1,000.00 to the Town of <br />Hillsboro toward the acquisition of a new fire truck. Discussion ensued; no <br />action was taken. <br />The following Department Officials presented reports for the month of <br />November, 1963: <br />E. M. Lynch, Clerk of Court <br />Jim Wigbt, Welfare Director <br />Tom Bivins, Veterans Service Officer <br />Betty June Hayes, Register of Deeds <br />The following road petitions were submitted and the Clerk was authorized to <br />forward same to the State Highway Commission. <br />1. County Road 1553, known as Jack Walker Road <br />2. County Road 1560, links Hwy. 70 & St. Marys Road <br />Discussion arose concerning the previous request of the Clerk of Court for <br />salary for the Chanel Hill Assistant Clerk of Superior Court. Upon motion of <br />Commissioner Benne'tt,'seconded by'Commissioner Cleveland, and unanimously adopted, a <br />alary of $25:00 per month was granted to the Assistant Clerk of Court, Robert Clark. <br />Discussion arose concerning air conditioning of the courthouse. Upon motion <br />of Commissioner Cleveland, seconded by Commissioner Smith, and unanimously adopted, <br />The County Administrator was authorized to proceed with the employment of a con- <br />aulting engineer for said purpose. <br />The County Administrator reported that a sound engineer bad been contacted <br />concerning a microphone for the courtroom. He reported that an expenditure of <br />approximately $800.00 or $900.00 would be needed for said project. Upon motion of <br />Commissioner Smith, seconded by Commissioner Walker, and unanimously adopted, action <br />of this matter was deferred until the next budget. <br />r. <br />Upon motion of Commissioner Smith, seconded by Commissioner Bennett, and <br />unanimously adopted, June Merritt was appointed to the Carrboro Zoning Board to fill <br />the unexpired term of Don Lowe. <br />George E. Levings,,County Attorney, spoke in behalf of Marshall Smith, Judge <br />of Recorders Court. Through the County Attorney the Judge advised the Board that <br />due to an increase of cases, he had found it necessary to bold court two days each <br />week. It-was the opinion of the Board that Judge Smith bad the authority in this <br />matter, and if be felt such actiq?n was necessary, they agreed with his decision. The <br />Board appointed The County Administrator-to serve on an unofficial committee with <br />Judge Smith,' a representative of the Orange County Bar Association, the Clerk of <br />Court, Sheriff and the County Attorney to assist Judge Smith in the improvement of <br />the orange County Recorders Court, as per the Judge's request. <br />The Board expressed its appreciation to Judge Smith for his efficient service <br />to orange County. <br />Members of the Board of Education and G. Paul Carr, Superintendent of Schools, <br />presented their proposal for the purchase of land for the new elementary school site. <br />The land they desire will cost approximately $26,000.00.- The Board of Education has <br />on hand $15,000.00 for this purpose. Tbe7 will therefore need $11,000.00 in order to <br />proceed with the purchase of the land. The Board of Education presented the suggested <br />floor plan for said proposed school. The total estimated cost of this building is <br />$400,306.00. The Board of Education needs approximately $200,000.00 toward the build- <br />ing cost in addition to the balance of the land purchase price. <br />Upon motion of Commissioner Cleveland, seconded by Commissioner Smith, and <br />unanimously adopted, the County Board of Education was authorized to proceed with the <br />purchase of the new school site. <br />Upon motion of Commissioner Cleveland, seconded by Commissioner Walker, and <br />unanimously adopted, the County Board of Education was authorized to proceed with
