Minutes of the Board of County Commissioners <br />November 4, 1963 <br />The Orange County Board of Commissioners met in regular session on Monday, November h, 1963s <br />at 10:00 o'clock A.M., in the Commissioners Boom at the Courthouae in Hillsboro, N. C. <br />Members present: Chairman Stanford, Commissioners Henry S. Walker, Gordon Cleveland, <br />Harvey Bennett and Carl M. Smith. <br />Members absent: None. <br />,27 <br />Chairman Stanford dispensed with the reading of the minutes in order that the Board might <br />take up a request previously presented by Fred Claytor, Mayor of the Town of Hillsborough, and <br />George Gilmore, Town Fire Chief. <br />Mayor Claytor informed the Board of Commissioners that the Board of Alderman for the Town of <br />Hillsborough had decided against the plop to establish a fire district for the Town of Hillsborough <br />and adjacent areas, as it would over-extend the firefighting facilities of the town. The Board of <br />Aldermen had adopted a resolution designating December 1, 1963, as the day for a fund drive. The <br />monies collected from this drive would be used toward the purchase of a new fire truck. Mayor <br />Claytor requested that the County donate $1,000.00 to this fund drive and appropriate $$00.00 annually <br />to the Hillsborough Fire Department. His request was based on the fact that there are, located <br />within the town limits, a number of county buildings which would fall under the jurisdiction of the <br />Hillsborough Fire Department. He farther stated that this fire protection would include the four <br />county schools which are located immediately beyond the town limits. <br />The Board of Commissioners took no action on Mayor Cl.aytor's request, since they needed a <br />legal opinion from the County Attorney concerning said request. <br />The Clerk was then requested to read the minutes of the last meeting. Same were read and <br />approved. <br />The following department officials presented reports for the month of October, 1963- <br />E. M. Lynch, Clerk Superior Court <br />Jim Fight, Welfare Director <br />Betty June Hayes, Register of Deeds <br />Thomas E. Bivins, Veterans Service Officer <br />The following mad petitions were approved: <br />1. County Road #1560, submitted by Mrs. R. L. Satterfield. <br />2. County Road #1773, submitted by Regina Nobblett. <br />Commissioner Walker :moved that the following persons be appointed as members of the Orange <br />County Agricultural Extension Advisory Board for a three year term: <br />Mr. William C. Ray <br />Mr. George Thompson <br />Mr. Harvey Bennett <br />Hrs. Martha Lloyd <br />Mr. L. R. Cheek <br />The motion was seconded by Commissioner Smith_ and unanimously-adopted. <br />The Orange County Board of Education appeared before the Board of Commissioners and explained <br />(their present position in the matter of acquiring a site for a new elementary school. Since the Board <br />of Education had taken no definite action, they stated that the Commissioners would be advised of. <br />later developments in this matter. <br />The following resolution was adopted: <br />At a regular matting of the Board of Commissioners of the County <br />of Orange held on the 4th day of November, 1963, motion was duly made <br />and seconded and adopted by majority vote, that the County of Orange <br />authorise and establish a Civil Defense Agency, under the authoiity of <br />and in accordance with Chapter 166 of the General Statutes of North <br />Carolina as enacted at the 1951 Session of the General Assembly of <br />North Carolina, and amended by subsequent session of said General <br />Assembly of North Carolina. <br />The County Accountant infomed the Board that he had failed to remind them of the proposed <br />increase for the County Coroner at the time the budget was made. It was moved, seconded and unan- <br />imously adopted that the per then allowance for the County Coroner be increased by 20% of his <br />previous per diem allowance. <br />There being no further business to cane before the Board, the meeting was adjourned. <br />Donald Stanford <br />Chairman <br />Betty June Hayes, Clerk <br />S.
