32 6 Minutes of the Hoard of County Commissioners <br />October 7, 1963 <br />The Orange County Board of Commissioners met in regular session on Monday, October 7, 1963s <br />at 10:00 o'clock A. M. in the Commissioners Room at the courthouse in Hillsboro, N. C. <br />Members present: Chairman Stanford, Commissioner" Henry S. Walker and Gordon Cleveland. <br />Members absent: Commissioners Harvey Bennett and Carl M. Smith. <br />The following road petition was submitted, and the Clerk was authorized to forward same <br />to the State Highway Commission in Greensboro, N. C. <br />Road-known as Oak Street, runs off _ <br />of road #1316 at Cheeks Crossing <br />Chairman Stanford read a letter from Mrs. John L. Simmons, said letter called the attention <br />of the Board to the dangerous traffic situation existing on tTie Airport Road-from the Chapel Hill <br />city limits to the Estes Hill School Road. The Clerk.was requested to forward this letter to the <br />State Highway Commission. <br />Chairman Stanford read a letter from Gordon Battle, President of the Orange County Bar <br />Association. Said letter stated that a resolution favoring the improvement of the acoustics of <br />the Courtroom by the installation of a microphone or microphones in the Courtroom, and such <br />other means as may be advisable, was adopted by the Orange County Bar Association at its-meeting <br />on Thursday, September 12, 1963. A discussion ensued concerning this request, but no action was taken. <br />A letter from Ed Barnes, County Extension Chairman, was read by Chairman Stanford. Said <br />letter requested that the Board approve the employment of a helper for the purpose of spot checking <br />beef cattle in Orange County. The program is to be carried out by the Veterinary Division of the <br />U. S. Department of Agriculture. It was estimated that from 30 to 60 work days, at the prevailing <br />wage, would cover the project. The Board approved Mr. Barnes' request. <br />A letter from the State Highway Commission concerning the problem'.of the,iwa7kway on the <br />Merritt Mill Road at Lincoln High School, was read by Chairman Stanford. Discussion ensued concerning <br />this matter. The Board asked Commissioner Cleveland to continue with his efforts to help solve this <br />situation. <br />The following Department Officials presented reports for the month of September, 19638 <br />E. M. Lynch, Clerk Superior Court <br />Jim Wight, Welfare Director <br />Mr. Wight introduced Miss Margaret Johnsons Training Unit Supervisor, to the Board. Miss <br />Johnson began her employment with the county as of October 1, 1963. <br />Mr. Wight reported to the Board that at the last meeting of the local Welfare Board, upon <br />learning that the State Welfare Board would not restore the per certage of state participation in the <br />Administrative budget of the Welfare Department to its previous level of 12.50% of joint expense <br />items, that the local Welfare Board had offered to the State a compromise settlement of 9% state par- <br />ticipation. This would allow for some reduction in local funds, as well as reduction in state funds, <br />due to increased federal participation. Mr. Wight reported that on this date information had been <br />receivid from the State Welfare Board to the effect that they would accept this compromise. The <br />Board of Commissioners then signed the Administrative Budget, and Mr. Wight stated that he would <br />obtain the signatures of the Welfare Board members, thus completing the Administrative Budget for <br />the fiscal year of 1963-1964. <br />It was recommended by the Welfare Director that the county begin to distribute butter in <br />its surplus food program. This would mean that adequate storage fadili.ties must be provided for <br />this commodity. The County Administrator was requested to investigate the possibility of purchasing <br />a used freezer, which would be placed in the Commodity Store for the purpose of storing butter. <br />Mr. Lynch, Clerk of Court, stated that he felt that Lucius Cheshire, former Assistant <br />Clerk of Court, would consider the position vacated by Neil Jones, if the county would agree to pay <br />a salary of $25.00 per month in addition to the fees collected for services rendered. Mr. Lynch <br />stated further that the responsibilities in this position were numerous and time consuming, and he <br />felt that the additional salary of $25.00 was not unreasonable. The Clerk was requested to submit a <br />report showing the amount of fees received previously by Neil Jones. The Board felt that this <br />would give them a better understanding of the work involved in t31s position. <br />Three jury lists were drawn; they are as follows. <br />59 names for the November 11, 1963, Civil Term <br />60 names for the November 18, 1963s Civil Term <br />74 names for the December 9, 1963, Criminal Term. <br />There being no further business to come before the Board, the meeting was adjourned. <br />Donald Stanford <br />Chairman <br />Betty June Hayes, Clerk
