1 <br /> APPROVED 9/5/23 <br /> MINUTES <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> BUDGET WORK SESSION <br /> May 23, 2023 <br /> 7:00 p.m. <br /> The Orange County Board of Commissioners met for a Budget Work Session on Tuesday, <br /> May 23, 2023 at 7:00 p.m. at the Whitted Human Services Center in Hillsborough, NC. <br /> COUNTY COMMISSIONERS PRESENT: Chair Jamezetta Bedford, Vice-Chair Earl McKee <br /> (arrived at 7:04 p.m.), and Commissioners Amy Fowler, Sally Greene, Jean Hamilton, Phyllis <br /> Portie-Ascott, and Anna Richards <br /> COUNTY COMMISSIONERS ABSENT: <br /> COUNTY ATTORNEYS PRESENT: John Roberts <br /> COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager <br /> Travis Myren, and Clerk to the Board Laura Jensen. (All other staff members will be identified <br /> appropriately below) <br /> Chair Bedford called the meeting to order at 7:00 p.m. All commissioners were present <br /> except Commissioner McKee. <br /> 1. Discussion of County Departments' FY 2023-24 Recommended Budgets within the <br /> Public Safety, General Government, Support Services, and Community Services <br /> Functional Leadership Teams <br /> The Board reviewed and discussed FY 2023-24 recommended departmental budgets within the <br /> Public Safety, General Government, Support Services, and Community Services Functional <br /> Leadership Teams. <br /> BACKGROUND: The County Manager presented the FY 2023-24 Recommended Operating <br /> Budget on May 2, 2023. Since then, the Board has conducted one public hearing to receive <br /> residents' comments regarding the proposed funding plan. On May 11, 2023, the Board <br /> discussed recommended FY 2023-24 budgets for Chapel Hill-Carrboro City Schools Board of <br /> Education and Orange County Schools Board of Education. On May 18, 2023, the Board <br /> discussed recommended FY 2023-24 budgets for Durham Tech Community College, the Fire <br /> Districts, as well as the Public Safety (except the Criminal Justice Resource Department) and <br /> Human Services Functional Leadership Teams. <br /> The Board has an opportunity to review and discuss the recommended budgets directly with <br /> County departments and the Sportsplex within the structure of Functional Leadership Teams, <br /> including operations, capital, and department fee schedule change recommendations. <br /> Functional Leadership Teams: <br /> The following Functional Leadership Teams are scheduled to attend tonight's work session: <br /> Public Safety: <br /> • Criminal Justice Resource Department <br /> General Government: <br /> • Board of County Commissioners <br /> • Board of Elections <br />
