3'021 <br />Minutes of the Board of County Commissioners <br />August 5, 1963 <br />The Orange County Board of Commissioners met in regular session on Monday, <br />August 5, 1963, at 10 o'clock a.m. in the Commissioners Room at the courthouse in <br />Hillsboro, N. C. <br />Members present: Chairman Donald Stanford, Commissioners Harvey Bennett, <br />Gordon Cleveland, Carl M. Smith and Henry S. Welker. <br />Members absent: None <br />The minutes of the July meetings were read by the Clerk and approved by the <br />Board. <br />Fred Claytor, Mayor of the Town of Hillsboro, and George Gilmore, Chief of <br />the Hillsboro Fire Department, discussed with the Board the possability of securing <br />an annual appropriation of $1000.00 for the benefit of the Hillsboro Volunteer <br />Fire Department. The Board advised Mayor Claytor and Fire Chief Gilmore that the <br />establishment of a fire protection district was a more postive manner in which to <br />raise the funds needed to improve the present equipment and facilities of the <br />Hillsboro area. It was also suggested to these representatives that they seek <br />the advise bf the City Attorney as to the legal steps necessary for the establish- <br />ment of a fire protection district. <br />The following department officials presented reports.for the month of <br />July, 1963: <br />Casbe Boggs, County Dog Warden <br />Jim Wight, Welfare Director <br />The following road petitions were submitted and the Clerk was requested to <br />mail same to the State Highway Commission. <br />1. Road ##1702 <br />2. Road in Eno Twp. joining A.B.C. <br />Store, General Sherman Restaurant <br />& property of Bald-Mart, Inc. <br />Chairman Stanford reported that he had received a letter from Mr. James <br />Lalanne which contained his resignation from the Chapel Hill Planning Board. <br />Upon motion of Commissioner Bennett, seconded by Commissioner Smith, and <br />unanimously adopted, R. B. Fitch, Jr. was appointed to replace James Lalanne on <br />the Chapel Hill Planning Board. This appointment becomasimmediately effective <br />and said term of office will expire in June of 1968. <br />Upon motion of Commissioner Bennett, seconded by Commissioner Smith, and <br />unanimously adopted, Julian Caston was appointed to the Chapel Hill Planning <br />Board. This appointment becomes immediately effective and said term of office <br />will expires in June of 1966. <br />Upon motion of Commissioner Bennett, seconded by Commissioner Smith, and <br />unanimously adopted, Wallace Williams was appointed to the Chapel Hill' Board of <br />Adjustments. <br />Upon motion of Commissioner Smith, seconded by Commissioner Bennett, and <br />unanimously adopted, George Spranzy, was appointed to the Chapel Hill Board of <br />Adjustments. <br />Mr. Rose & Mr. Smith, representatives of the Southern Railroad Company, <br />appeared before the Board to request that Orange County become a party to a <br />proceeding in the Federal Court prohibiting the I.C.C. from placing into effect <br />a 16,% increase in freight rates on grain hauled into thiserea by the Southern <br />Railway Company. A discussion ensued concerning this'request. The County <br />Attorney was present and his opinion was ask concerning this request. <br />Upon motion of Commissioner Smith, seconded by Commissioner Walker, <br />it was moved that the County join with the Southern Railway Company in their <br />proceeding to prohibit the I.C.C. from placing the 16% increase on freight rates <br />on grain hauled in this area. <br />Upon motion of Commissioner Cleveland, seconded by Commissioner Bennett, <br />and unanimously adopted, the matter of the freight rate increase was tabled. <br />Upon motion of Commissioner Bennett, seconded by Commissioner Cleveland, <br />and unanimously adopted the County Administrator was authorized to offer <br />Charles M. Walker, Jr. $25,000.00 for his mill property which is located between <br />the County Jail and the County Agriculture Building. <br />The County Attorney was instructed to work with the County Administrator <br />and Mr. Walker in making the necessary arrangements for the purchase of said <br />property. <br />The County Attorney reported that the Mamie Latta property immediately <br />south of the courthouse was now available for purchase. The owners of this <br />property were asking $3000.00 for the house and lot.
