Bennett, <br />Gordon Cleveland, Carl M. Smith and Henry S. Welker. <br />Members absent: None <br />The minutes of the June meetings were read by the Clerk and approved <br />after certain corrections were made. <br />Chairman Stanford read a letter from John W. Lesley, III, of Chapel Hill, <br />N, C. Said letter contained the resignation of Mr. Lesley from the Chapel Hill <br />x Planning Board. <br />The following road petitions were submitted and the Clerk was requested <br />to mail same to the State Highway Commission, <br />1. Road 1525 & 1543 <br />2. Road 1956 <br />Upon motion of Commissioner Bennett, seconded by Commissioner Walker, and <br />unanimously adopted Hezekiah Dobson was appointed to fill the unexpired term of <br />Don Lowe on the Carrboro Planning Board, <br />The following Blind Aid Grants were presented by Jim Wight, Welfare <br />Director. Chairman Stanford was authorized by the Board to sign some. <br />1. Callie Durham - revised <br />2. Ada B. Roberts - revised <br />3. Annie T. Vincent - revised <br />Jim Wight, Welfare Director, informed the Board that the Public Assistance <br />Budget for AFDC (Aid to Families of Dependent Children) as recommended by the State <br />Welfare Board was based on twenty five (25) more recipients than the local Welfare <br />Board's estimate. It was the opinion of the Welfare Director that the original <br />estimate should be held with a provision to match expenditures in the event <br />expenditures should run in excess to the proposed amount. The Board approved the <br />position taken by the Welfare Board and the Welfare Director on this matter, <br />Mr. Wight stated that Old Age Assistance and Aid to the Permpnently and Totally <br />Disabled wore recommended by the State in the same amount as recommended by the <br />local Welfare Board, <br />R. J. Smith, Sr., Chairman of the A.B.C. Board and members of the A.B.C. <br />Board along with Carl Parnell, the auditor, presented the annual audit for the <br />A.B.C. Pro ram, To date the following 88183 were reported. Sold $1,868,000.00 <br />Profits: 205,000.00. <br />Chairman Smith estimated that for the fiscal year of 1964-1965 the A,B,C, <br />Board would be able to turn over to the county $200,000.00 plus a bonus of $25,000.00. <br />Chairman Smith stated also that due 'to the opening of stores in Alemance and Person <br />Counties and a new store at Brogtown in Durham County the revenue realized by <br />the Orange County System in the past years would be greatly decreased. <br />Upon motion of Commissioner Bennett, seconded by Commissioner Cleveland, <br />and unanimously adopted, the Welfare Director was authorized to make the grants of <br />$300.00 each per year to Mrs. Vivian Foushee and Mrs, Sandra Sipp during their <br />educational leave from the Orange County Welfare Department. <br />A budget discussion ensued. <br />the follow motion of <br />Walker, Commissioner <br />each Cleveland, fund, <br />department and agency receiving monies from the Orange County budget for the <br />1963-1964 fiscal year is..authorizQd to spend one twelfth (1112) of their annual <br />appropriation from the current budget pending the adoption.of a final budget. <br />There being no further business to come before the Board the meeting was <br />adjourned to most again on Wednesday, July 10th, for further budget study. <br />Betty June Hayes, Clerk Donald Stanford <br />and Chairman <br />S.
