Minutes of the Board of County Commissioners <br />may 14, 1963 <br />1311 <br />The Orange County Board of Commissioners met in adjourned session on Tuesday, <br />May 14, 1963, at 8 o'clock p.m. in the Commissioners room at the courthouse in <br />Hillsboro,. N. C. <br />Members present: Chairman Donald Stanford, Commissioners Harvey D. Bennett, <br />Gordon Cleveland, Carl M. Smite and Henry Walker. <br />Members absent: None <br />The purpose of this meeting was to hear opinions and to discuss the Medical <br />Examiner :System- with personnel of Memorial Eospitel at Chapel Hill, N. C., and <br />other persons who are interested in the Medical Examiner Program. <br />Dr. Earl Peacock, representing Memorial Hospital, Dr. Wm. Forrest, Pathologist <br />from Greensboro, N. C., Dr. Coggershawl, Guilford County Medical Examiner, Dr. 0. <br />David Garvin, District Health Officer, and Jim Harper, of the Staff of the Institute <br />of Government were present. <br />Dr. Garvin commented upon the Medical Examiner System as opposed to the <br />Coroner System from a medical mania point of view. Jim Harper of the Staff.of <br />the Institute of Government, commented upon this system from a legal and <br />historical point of view. He also informed the Board that Guilford, Translyvanis, <br />and Durham Counties presently officially have Medical Examiners. Mecklenburg <br />County, as a matter of fact, has a Medical Examiner System even though the Medical <br />Examiner System has not been formerly adopted. Mr. Harper also stated that 32 <br />counties have Coroners that are Doctors which in effect places the Medical Examiner <br />System in almost complete force. <br />Dr. Garvin pointed out that within our five county Health Mistric.t <br />Orange is the only county that does not have a Doctor as Coroner. We are, <br />therefore, the only county in the district without the advantages of the Medical <br />Examiners System. <br />Dr. Peacock stated that Memorial Hospital would perform without charge the <br />post mortems necessary on any person who either died in that hospital or who had <br />ever been a patient in Memorial Hospital. <br />On a basis of post death record of this county and the offer from Memorial <br />Hos ital it was estimated this program could be adopted for no more than <br />$2,W.00 per year. <br />The adoption of this plan could only be implemented by budgetary action. <br />The Board decided to hold in abeyance any action on this plan until the budget is <br />discussed. <br />The Board agreeded to discuss the Medical Examiners System with the County <br />Coroner in the near future. <br />The Board discussed the proposed fee change for the Coroner. Upon motion of <br />Commissioner Bennett, seconded by Commissioner Cleveland, and unanimously adopted, <br />legislation action would be taken that would permit the Board to set a per diem for <br />the Coroner up to $12.00 without the benefit.of mileage. <br />Commissioner Bennett presented a road petition signed by Jimmie Turner and <br />other property owners on said road. This request was for paving. The Clerk was <br />requested to forward said petition to the State Highway Commission. <br />There being no further business the meeting was adjourned. <br />Donald Stanford <br />S. M.
