Minutes of the Board of County Commissioners 309 <br />May 6, 1963 <br />The Orange County Board of Commissioners met in regular session on Monday, <br />May 6, 1963, at ten o'clock a.m. in the Commissioners room at the courthouse in <br />Hillsboro, N. C. <br />Members present: Chairman Donald Stanford, Commissioners Harvey D. Bennett, <br />Gordon Cleveland, Carl M. Smith and Henry Walker. <br />Members absent: None. <br />The minutes of the April meetings were read by the Clerk and approved by <br />the Board after some corrections were made. <br />The following road petitions were presented and the Clerk was requested to <br />mail same to the State Highway Commission. <br />1. 15-501 By-Paas across from Tar Heel Motel <br />2. Road #1308 <br />3. Road begins at the intersection of Old Highway #10 and <br />runs thru to the intersection with St. Mary's Road. It <br />has four section designated as: <br />1. Colonial Heights Section <br />2. Golf Course Section <br />3. Spring Valley Section <br />4. Palmers Grove Section <br />A request was presented from the Rev. George Davis, Pastor of Jones Grove <br />Baptist Church, which is located three miles north of Hillsboro, N. C., on Highway <br />#86 for the state to provide an ingress and egress for the congregation of said <br />church. The Clerk was asked to write the State Highway Commission pertaining to <br />Rev. Davis' request. <br />A. H. Walker, Jr. Coroner, requested that the per diem for his office be <br />changed from $8.00 to $16.00; that the mileage be changed from $.7 to $.10 and that <br />the fee for holding a Coroner's Jury to set at $25.00. A lengthy discussion ensued <br />concerning the coroner system and the duties and responsibilities plus the cost of <br />the program. <br />1963: The following department officials presented reports for the month of April, <br />Coshe Boggs, Dog Warden <br />Edwin M. Lynch, Clerk of Court <br />Jim Wight, Welfare Director <br />and Betty June Hayes, Register of Deeds <br />E. M. Lynch, Clerk of Court, informed the Board that be had employed a new <br />bookkeeper and moved another of his employees to the position vacated by Mrs. Nancy <br />Phelps. Re requested that the salary of the bookkeeper be set at $216.00 per month <br />and the salary of the Deputy Clerk be set at $250.00 per month. Discussion ensued <br />on this matter, but no action was taken. <br />Jim Wight, Welfare Director, presented a graphic chart of the expenditures of <br />his department through the period of April. Mr. Wight stated that the Foster Home <br />Program had exceeded the funds budgeted, and he requested that funds sufficient to <br />cover this program be transferred from the Hospitalization Program and the Aid to <br />the Blind Program, as surpluses now were available in both these funds. <br />Upon motion of Commissioner Walker, seconded by Commissioner Bennett, and <br />unanimously adopted, the Welfare Director was authorized to transfer the needed funds <br />from the Hospitalization Program and the Aid to the Blind Program to the Foster <br />Home Program. <br />Mr. Wight informed the Board that Orange County had been selected as one of the <br />counties which could participate in a training unit program. Under this program <br />graduate students from the UNC, School of Social Work, would train for a period of <br />three months. These students would be under the supervision of a Supervisor <br />appointed by the Welfare Director. The cost of this program would be underwritten <br />by federal expenditures. The Board authorized the Welfare Director to proceed with <br />the plans to have Orange County participate in this training unit program. <br />Dr. 0. David Garvin, District Health Officer, requested an increase of $6,000.00 <br />for::bis department; plus $500.00 for vaccine the addition of a sanitarian and salary <br />increases for his employees, in the 1963-1964 budget. <br />R. J. Smith, Sr., Chairman of the A.B.C. Board, and Dr. D. D. Carroll, member <br />of said Board, presented the quarterly A.B.C, report. The difference in the nine <br />months periods of 1962 and 1963 were stated.
