278 <br />Minutes of the Board of Ccmmissioners <br />August 6, 1962 <br />The Orange County Board of Commissioners met in regular session on Monday, <br />August 6, 1962, at 10 o'clock a.m. in the Commissioners' room at the courthouse <br />in Hillsboro, N. C. <br />Members present: Chairman Donald Stanford, Commissioners Harvey Bennett, <br />Clarence Jones and Donald McDade. <br />Members absent: Commissioner Henry Walker. <br />The minutes of the previous meetings were read by the Clerk and approved by <br />the Board. <br />The following department officials presented reports for the month of July <br />1962: <br />Casbe Boggs, Dog Warden <br />E. M. Lynch, Clerk of Court <br />Jim Wight, Welfare.Superintendent <br />C. D. Knight, Sheriff and <br />Welter Wrenn, Veterans Officer <br />V <br />Commissioner McDade reported that be accompanied Bill Windham of Efland to <br />Raleigh and that their meeting with Governor Sanford concerning Mr. Windham right <br />of way problem was encouraging. <br />Upon motion of Commissioner Bennett, seconded by Commissioner Jones, and <br />unanimously adopted, Willis Knight of Dogwood Acres was appointed to a three (3) <br />year term on the Chapel Hill Board of Adjustments. Mr. Knight's appointment is to <br />effectively immediately. The Clerk was instructed to notify J. T. Dobbins, Chairman <br />of said Board of Adjustment of this appointment. <br />Chairman Stanford read a letter from Barry Winston, Attorney, from Chapel <br />Hill, N. C. Mr. Winston requested that he be considered for the position of <br />Solicitor of the Orange County Recorder's Court when the time of appointment <br />of this position arrives'in December of this year. <br />Chairman Stanford read the letter of resignation received from Walter Wrenn, <br />Director of Orange County's Civil Defense Program. Mr. Wrenn's resignation is to <br />become effectively immediately. <br />Upon motion of Commissioner Bennett, seconded by Commissioner Jones, and <br />unanimously adopted, action to appoint a new Civil Defense Director was tabled. <br />Chairman Stanford read a letter from Charles B. Turner,. Administrative <br />Assistant of the Planning Board of Chapel Hill and Its Environs. This letter <br />advised the Board of Commissioners that the term of Walter Spearman is currently <br />expiring and requested that this facancy be filled. No action was taken on this <br />request. <br />Chairman Stanford read a letter from Mrs. B. B. Forrest, Chairman of the <br />Orange County Planning Board. This letter reviewed the activities of said Planning <br />Board during the past year. <br />The Tax Supervisor reported on the investigations that be and the County <br />Attorney had been making on all the companies who bad submitted bids for the <br />re-appraisal and mapping to be done in Orange County. It was their recommendation <br />that the bids submitted by American Air Survey and Associate Surveys be accepted. <br />A discussion ensured concerning these bids. <br />Upon motion of Commissioner McDade, seconded by Commissioner Bennett, and <br />unanimously adopted, the bid of $21,200.00 of American Air Surveys for the mapping <br />of county property was accepted. <br />Upon motion of Commissioner McDade, seconded by Commissioner Bennett, and <br />unanimously adopted, the bid of $52,$00.00 of Associate Surveys for the re-appraisal <br />of county property was accepted. <br />Jim Wight, Welfare Superintendent, brought to the attention of the Board that <br />the vacancy created by the resignation of Harold Webb bad been filled by Sherman <br />Shelton. The unexpired term will run until July of 1961. <br />. The County Attorney brought to the attention of the Board the problems which <br />now exist in the disposal of property encumbered by assistance liens. He requested <br />that a committee be appointed to investigate these cases and that this committee be <br />given the authority to make the decisions necessary to settle these matters in a <br />manner that would be of the beat interest of the county. <br />Upon motion of Commissioner Bennett, seconded by Commissioner Jones, the <br />following resolution was unanimously adopted: <br />Be it resolved that the County Accountant, the Director of Public Welfare and <br />the County Attorney be and the same are hereby appointed and constituted a committee <br />to investigate in appropriate cases and principally in cases where assistance liens <br />in favor of the County are in effect against property of deceased assistance recipie. <br />means of collecting or settling such liens and said committee is delegated the power <br />
