The Orange County Board of Commissioners met in regular session on Tuesday, <br />April 2, 1962, at 10 o'clock a.m. in the Commissioners, room at the courthouse in <br />Hillsboro, N. C. <br />Members present: Chairman Donald Stanford, Commissioners Harvey Bennett, <br />Clarence Jones, Donald McDade and Henry Walker. <br />Members absent: None <br />The minutes for the meetings held during the month of March were read <br />and approved by the Board. <br />The following Department Officials presented reports for the month of <br />y, 1962: Mrs. Evelyn Raper, Asst. Home Demostration Agent <br />E. M. Lynch, Clerk of Court <br />W. G. Wrenn, Veterans Service Officer <br />Jim Wight, Welfare Director <br />Two blind aid grants reductions were presented by the Welfare Department. The <br />recipients who were receiving the reductions were John R. Thomas and Lizzie White. <br />The reductions were signed by Donald Stanford, Board Chairman. <br />The following road petitions were presented and the Clerk was authorized to <br />forward same to the State Highway Commission: <br />1. South 11th Street in Mebane <br />2. Old University Station Road. <br />Chairman Stanford read the following request from the Chapel Hill City Board <br />of Education: <br />The Chapel Hill City Board of Education has requested that formal application <br />be made to the Board of Commissioners of Orange County for funds to complete the new <br />elementary school located on the Craig property off the Smith Level Road in Chapel <br />(Hill, North Carolina. The Chapel Hill City Board of Education therefore requests that <br />the Board of Commissioners of Orange County make available to it for.the construction <br />and fees for this school the amount of ($264,030.00) two hundred sixty four thousand <br />and thirty dollars. Your approval of this request will be appreciated." <br />Chairman Stanford recounted the fact that $100,000.00 was allocated toward <br />the completion of this pro5ect in the 1961-1962 budget. If this Board makes and. <br />-additional appropriation of $100,000.00 there,will have been made-available <br />$200,000.00 for the F.F.G. school. <br />Upon motion of Commissioner McDade, seconded by Commissioner Bennett, and <br />unanimously adopted, the sum of $100,000.00 was allocated towards the construction <br />of the F.P.G. School. <br />Upon motion of Co miissioner McDade, seconded by Commissioner Walker, and <br />unanimously adopted, Charles H. Keith, of Rt. 1, Durham, N. C., was appointed to serve <br />on the County Planning Board. The Clerk was requested to inform Mr. Keith of this <br />appointment which would become effective immediately. <br />Chairman Stanford read the following resolution from the Chapel Hill School <br />Trustees: <br />Chapel Hill, N. C. <br />March 19, 1962 <br />RESOLUTION REQUESTING THE BOARD OF COMMISSIONERS OF ORANGE COUNTY TO CALL AN ELECTION <br />IN THE CHAPEL HILL CITY ADMINISTRATIVE UNIT TO DETERMINE WHETHER OR NOT THE MAXIMUM <br />LIMIT OF THE SUPPLEMENTARY TAX TO BE LEVIED IN THAT ADMINISTRATIVE UNIT SHALL BE RAIS: <br />BE IT RESOLVED: <br />Section I, That the Board of Commissioners of Orange County call an election in the <br />Chapel Hill City Administrative Unit to determine the will of the people on the issue <br />of whether or not the maximum limit of the Supplementary Tax to be levied in that <br />administrative unit shall be raised to the rate of 35? per $100 valuation for the <br />purpose of improving and enriching the educational program of the schools in the <br />Chapel Hill City Administrative Unit. <br />Section II, That the district in which the election shall be held shall be composed <br />of the following area: <br />Beginning at a point at the intersection of the center line of the <br />county road that leads from Eubanks westwardly to old N. C. Highway <br />#86 and the center line of State University Railway at Eubanks, <br />running thence in a North Easterly direction to a point where Louis <br />Freeland's drive enters N. C. Highway #86, thence in an easterly <br />direction to the intersection of Erwin Road and New Hope Creek near <br />the Durham County line and thence in an easterly direction to the <br />Durham County line, thence in a southerly direction along the Durham <br />County line to its intersection with the Chatham County line; thence <br />in a westerly direction along the Chatham County line to the inter- <br />section of said county line with the township line between Bingham <br />and Chapel Hill Townshitis: thence due north.slona said tnwnshin
