The Orange County Board of Commissioners met on Monday, March 5, 19622 at 10 o'clock a.m. in
<br />the Commissioners' room at the courthouse in Hillsboro, N. C.
<br />Members present: Chairman Donald Stanford, Commissioners Harvey Bennett, Clarence Jones,
<br />Donald McDade and Henry Walker.
<br />Members absent: None
<br />The Clerk read the minutes of the February 5th meeting and same were approved after a
<br />correction was made.
<br />The following road petitions were presented and the Clerk was authorized to mail same to the
<br />State Highway Commission.
<br />1. Leesburg Hillsboro Road ;41507
<br />2. Mebane Road x1-1311
<br />3. Rosewood Development - Peace Street
<br />4. Meadow Brook Acres - Brookfield Drive
<br />5. Weaver Road
<br />Hezekiah Dobson was spokesman for a group of citizens requesting that the connection road between
<br />Antioch Road and High7lay #54, known as the old Millsboro-Pittsboro Road, now designated as road
<br />#1937 be widened, drained and adequate pipes installed. This group was informed that a road
<br />petition must be submitted and that same would then be forwarded to the State Highway Commission.

<br />E. T. Cartee, Tillie Laws and Fred J. Tiller, members of the Zoning Opposition Committee,
<br />presented a letter to Chairman Stanford from Max M. Kennedy, Chairman of the Zoning l ommittee. This
<br />letter dated March 5, 1962, requested that the Board of Commissioners grant this committee and
<br />audience to further acquaint them with the proposed Zoning Ordinance and opinions of the Commissioners
<br />in this matter. They further requested that the Planning Board, Mr. Lester and Mr. Foust be present
<br />at said meeting.
<br />A discussion ensued concerning this request. The Board felt that it would be advisable
<br />to contact Mrs. Virginia Forrest, Chairman of the Planning Board, concerning this request. The
<br />representatives were informed that Mr. Kennedy would be advised as to the decision of the Board of
<br />Commissioners.
<br />The following department officials presented reports for the month of February, 1962:
<br />Jim Wight, Welfare Director
<br />Jessie Trowbridge, Home Demonstration Agent
<br />Walter Wrenn, Veteran Service Officer
<br />and E. M. Lynch, Clerk of Court.
<br />Mrs. Virginia Forrest, Chairman of the Planning Board, appeared before the Board. She was
<br />informed of the request made by the Chairman of the Zoning Opposition Committee. Mrs. Forrest
<br />stated that she felt that this request was premature, in that, the zoning ordinance was not yet
<br />completed and was still in the drafting stage.. She requested that in fairness to the Planning Board
<br />that the Commissioners not meet with this group or any other group until the zoning ordinance was
<br />completed and certified to the Board of Commissioners. She further requested that the Board of
<br />Commissioners in their letter to Mr. Kennedy invite the Zoning Opposition Committee to meet with
<br />the Planning Board on March 15, 1962.
<br />The Clerk was instructed to write Mr. Kennedy informing him of the decision of the Board of
<br />Commissioners not to meet with the Zoning Opposition Committee and to include the request made by
<br />Mrs. Forrest that they meet instead with the Planning Board on March 15, 1962.
<br />Upon motion of Commissioner Bennett, seconded by Commissioner Walker, and unm-imously adopted,
<br />the Board of Commissioners recessed and re-convened as a Board-of Equalization and Review.
<br />William L. Murihead was present and a discussion ensued concerning Mr. Murihead's previous
<br />request that the tax value on his property known as Glenn Lennox Development and Country Club
<br />Development be reduced.
<br />Upon motion of Commissioner Bennett, seconded by Commissioner Walker, and unanimously adopted,
<br />the County Accountant was authorized to adjust Mr. Murihead's tax valuation for the year of 1961 on
<br />the property designated as Glenn Lennox Development and Country Club Development in the amount of
<br />$150,o0o.00.
<br />Upon motion of Commissioner Jones, seconded by Commissioner McDade, and unanimously adopted,
<br />the Board of Equalization and Review was rececsad and the meeting was re-convened as a Board of
<br />Commissioners. Pd, .Fn c
<br />Mr. Flick, District Librarin, spoke in behalf of the Hyconneechee Regional Library employees.
<br />He requested that these employees be included under the North Carolina Local Government Employsest
<br />Retirement System. He informed the Board that the money for this quarters payment could be taken
<br />from the Library Budget and that the other counties in the district had adopted the appropriate
<br />resolution in behalf of the retirement program.
<br />WHEREAS, the 1945 General Assembly amended the North Carolina Local Government Employees'
<br />Retirement System so as to make the benefits of said System available to all counties, cities, and
<br />towns, and
<br />W F-REAS, the governing body of this Unit realizes the necessity of providing its employees with
<br />the security and protection provided by a sound retirement plan, and
