<br />The Orange County Board of.Commissioners met on Monday, February 5, 1962„ at
<br />10 o'clock a.m. in the Commissioners room at the courthouse in Hillsboro, N. C.
<br />Members present: Chairman Donald Stanford, Commissioners Harvey Bennett,
<br />Clarence Jones, Donald McDade and Henry Walker.
<br />Members absent: None
<br />The Clerk read the minutes of the January 2nd meeting and same were approved
<br />after several corrections were made.
<br />R. 0. Everett, Attorney from Durham, and B. B. Windham of Efland appeared to
<br />present a petition in behalf of Mr. Windham for an outlet to the highway. The
<br />petition recites that the petitioners bad no:outlet from his property, except over
<br />private property, and along the Southern Railroad right-of-way, where for a long
<br />period thereon had been a driveway or roadway, going east and west along the Southern
<br />Railroad right-of-way, and on the south side of which had been constructed several
<br />houses facing the roadway, and the road had been hard surfaced, nearly half the
<br />distance from the Efland crossing to the.petitioner!s home. That the road building
<br />authorities, as stated, had constucted from the Efland crossing eastwordly along
<br />the Southern Railroad right-of-way, a paved roadway, which stopped about half way
<br />between the petitioner's property and the Efland crossing, and the dirt roadway
<br />from the petitioner-?s property westerly to the hard surface is absolutely impassable
<br />at the present time, during the winter season. The petitioner, now in order, for
<br />himself and his family to get to work and to school, must either violate the law by -
<br />upsetting the fence, or undertake to use-an impassable road, a delemma he cannot
<br />cope with, without aid from the County Commissioners, and in order to aid them in
<br />this emergency the petitioners further brings to the attention of the Board, General-
<br />Statute Article IV, Chapter 136, Section 67, at sequi, which provides that when a
<br />roadway becomes impassable, the .Highway Commission,,upon request of the County
<br />Commissioners, can improve the said roadway without making it a part of the highway
<br />system, and without assuming obligation for permanent maintenance. Mr. Everett
<br />maintained that the existing conditions of the petitioners, and the roadway referred.
<br />to, meets the requirements for the County Commissioners to request the Highway
<br />Commission to make the roadway passable during the period until a permanent arrange-
<br />ment can be made with respect to the outlet from the petitioner's property westerly
<br />to the Efland access., No action was taken on this request as it was deferred until
<br />later in the meeting.
<br />John Cousins of Efland appeared to request relief for the road that goes to his
<br />home. He stated that he was in ill health and that in case of an emergency it would
<br />be impossible for a doctor or anyone to reach his home because of the condition of
<br />this road. He requested that gravel and dirt be used in several areas on this road,
<br />in order, that same may be made passable. The Clerk was requested to write a letter
<br />in behalf of Mr. Cousins request to the State Highway Commission.

<br />January, 1962:

<br />Cashe Boggs, County Dog Warden and
<br />Jim Wight, Welfare Director
<br />Upon motion of Commissioner Walker, seconded by Commissioner Jones, and
<br />unaminously adopted, the fee schedule for the vaccination of dogs now being used
<br />by the County Dog Warden was revised as follows:
<br />clinical vaccination $1.00
<br />vaccinations after May 1, 1962 $1.50
<br />home vaccinations $2.00
<br />This revised schedule to become effective immediately.
<br />Jim Wight, Welfare Director, presented grafts and charts showing the per
<br />centages expended during the first six months of this fiscal year by the various
<br />programs in his department. He also presented a written account of the Current
<br />Expense Budget.
<br />Two members of the A.B.C. Board and Mr. Parnell, their auditor, ..
<br />presented the audit of the last six months of sales by the Orange County A.B.C.
<br />System. The net profit for this period was $138,564.91. Dr. D. D. Carroll, one
<br />of the A.B.C. Board members, spoke in behalf of the re-appointment of R. J. Smith,
<br />Sr.-to the A.B.C. Board. Mr. Smithx-s term on the A.B.C. Board will expire the
<br />latter part of February.
<br />Members of the Chapel Hill School Board and Joseph Johnston, Supt, of the
<br />Chapel Hill Unit, were present. School Board Chairman Dr. Kempton Jones, reporting
<br />for the Chapel Hill School Board, offered a revised budget that would bring current
<br />expenses within the board's income. Chairman Jones presented the following:
<br />Ne appreciate this audience today and we propose to explain to you our
<br />financial situation and the solution we have in mind. First of all we acknowledge our
<br />responsibility. Second we ask you to amend our budget now, as we have revised it, to
<br />meet our present situation.
