224 Minutes of the Board of Commissioners <br />May 1, 1961 <br />The Orange County Board of Commissioners met on Monday, May 1, 1961, at ten <br />o'clock a.m. in the Commissioners Room at the courthouse in Hillsboro, N. C. <br />Members present: Chairman Donald Stanford, Commissioners Harvey Bennett, <br />Clarence D. Jones, Donald McDade and Henry Walker. <br />Members absent: None <br />The minutes of the previous meeting were read by the Clerk and approved after <br />some corrections were made. <br />The following department officials presented reports for the month of April, 1961 <br />Cashe Boggs, Dog Warden <br />E. M. Lynch, Clerk of Court <br />Frank Frederick, Delinquent Tax Collector <br />Dewey King, Commodity Food Supervisor <br />Mrs. France K. Miscall, Welfare Superintendent <br />H. T. Johnson of the Oak Grove Community spoke in behalf of a road petition <br />which had been previously submitted on road $1117. Mr. Johnson was informed that <br />the petition was mailed to the State Highway Commission office in Greensboro and <br />any inquiry concerning said road must be made with the Greensboro office. <br />John Ballard, Realtor of Hillsboro, informed the Board that Cloteal Beasley <br />owner of the property adjoining the courthouse and parking lot was desirous of <br />selling said property and that an option could be secured. The Board instructed <br />Mr. Ballard to prepare a ninety (90) day option on said property. <br />Upon motion of Commissioner Jones, seconded by Commissioner Bennett and un- <br />animously adopted the County Accountant was authorized to contact John W. Umstead <br />and have Mr. Umatead place Orange County under the ten year statute of limitations <br />for property tax collections. <br />Mrs. B. B. Forrest, Chairman of the County Planning Board, and Lucian Faust, <br />Representative from the Research Triangle, presented key maps. These maps could <br />be found on file at the office of the Research Triangle Regional Planning Commission. <br />Mrs. Forrest requested that $685.00 be allocated for the preparation of a suitable <br />map of the Hillsboro area. These maps are to be used for the completion of the zoning <br />ordinance plans and should be ready by early fall. <br />Upon motion of Commissioner Jones, seconded by Commissioner McDade and unanimousl <br />adopted the request of the County Planning Board was approved and Mrs. Forrest was <br />informed that the county would underwrite the map project in the amount of $685.00. <br />A discussion ensued on the matter of the Justice of the Peace system in the <br />county, as a request had been made by one of the local Justices of the Peace for <br />additional work. No action was taken on this request. <br />Dewey King, Commodity Food Supervisor, requested permission to hire on a <br />permanent basic the help that he has now on a temporary basic. <br />Upon motion of Commissioner McDade seconded by Commissioner Walker and unanimousl <br />adopted Mr. King was authorized to pay seventy five cents (75d) per hour to one of <br />his employees and one dollar ($1.00) per hour to the other employee. <br />The County Accoutant was authorized to contact the school Board Chairman and <br />advise them that the Board of Commissioners was considering a thirty eight ($38.00) <br />per student current expense allottment based upon the A & E enrollment for the current <br />school year. <br />Upon motion of Commis9ioner Bennett seconded by Commissioner McDade and unanimous. <br />adopted,Mr. Ballard was authorized to proceed with the purchase agreement on the Clots <br />Beasley property and to begin negotation for the purcbase of the Browder property. <br />The County Accountant was authorized to pay Mr. King and his employees. <br />The County Accountant brought to the attention of the Board certain delinquent <br />tax bills and he specifically ask permission to proceed with plans concerning the <br />collection of a tax bill owned by Maurice Julian T/A Julian-s College Shop and <br />Alexander Shoe Shop.
