<br />ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br /> <br />ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: June 16, 2020 <br /> Action Agenda <br /> Item No. 8-j <br /> <br />SUBJECT: Approval of Contract with Ceres Environmental Services, Inc. as a Secondary <br />Provider for Disaster Debris Removal and Clearance Service <br /> <br />DEPARTMENT: Solid Waste <br /> <br /> <br />ATTACHMENT(S): <br />Contract <br /> <br /> <br />INFORMATION CONTACT: <br />Robert Williams, 919-918-4904 <br /> <br /> <br /> <br />PURPOSE: To authorize the Manager to sign an Agreement with Ceres Environmental <br />Services, Inc. as a secondary provider for Disaster Debris Removal and Clearance Services for <br />the County. <br /> <br />BACKGROUND: The Solid Waste Management Department along with the Towns of Chapel <br />Hill, Carrboro and Hillsborough prepared a Request for Proposals for the provision of Disaster <br />Debris Removal and Clearance. Seven firms responded to the request. After a thorough review <br />of the responses, the Solid Waste Management Department and the Towns deemed Crowder <br />Gulf, LLC as providing the most responsible, responsive proposal as the primary provider of <br />emergency Disaster Debris Removal and Clearance Services. The BOCC approved the <br />primary responders’ contract on October 15, 2019. <br /> <br />Ceres Environmental (“Ceres”) was identified as submitting the most responsible, responsive <br />proposal as a secondary provider of emergency Disaster Debris Removal and Clearance <br />Services. The Solid Waste Management Department recommends that Ceres be awarded the <br />secondary contract for Disaster Debris Removal and Clearance Services. <br /> <br />FINANCIAL IMPACT: The primary purpose of the Agreement is to ensure that, in the event of <br />a severe weather event, adequate staffing and equipment resources to effectively manage the <br />large quantities of debris likely to be generated will be available. There are no anticipated <br />expenses related to this agreement without an emergency declaration by the Chair of the <br />Orange County Board of Commissioners. <br /> <br />SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to <br />this item: <br />• GOAL: ESTABLISH SUSTAINABLE AND EQUITABLE LAND-USE AND <br />ENVIRONMENTAL POLICIES <br />The fair treatment and meaningful involvement of people of all races, cultures, incomes and <br />educational levels with respect to the development and enforcement of environmental laws, <br />regulations, policies, and decisions. Fair treatment means that no group of people should <br />bear a disproportionate share of the negative environmental consequences resulting from <br />industrial, governmental and commercial operations or policies. <br />1
