ORANGE COUNTY BOARD OF COMMISSIONERS <br /> <br />PROCLAMATION <br /> <br />CARE TO SHARE DAY <br /> <br /> <br /> <br />WHEREAS, over 21% of households in Chapel Hill and Carrboro are estimated to have <br />incomes below $25,000; and <br /> <br />WHEREAS, it is critical to public health and the vitality of our community for Orange <br />Water and Sewer Authority (OWASA) to charge the true cost of service required to invest <br />in our infrastructure, and OWASA is prohibited by law from providing discounted rates <br />based on income; and <br /> <br />WHEREAS, at 4,000 gallons of use per month, the average OWASA water and sewer bill <br />requires over 10 hours of work at minimum wage before taxes; and <br /> <br />WHEREAS, the Interfaith Council for Social Services (IFC) has partnered with OWASA <br />since 1997 to provide water and sewer bill assistance to members of our community <br />through the Care to Share program; and <br /> <br />WHEREAS, the Care to Share Program has helped over 200 households every year to <br />pay their bill and maintain vital water services; and <br /> <br />WHEREAS, last year, funds raised through on-bill contributions fell short of covering <br />utility assistance provided by the IFC; and <br /> <br />WHEREAS, it is easy for OWASA customers to contribute on their monthly water and <br />sewer bill or through a one-time gift to the Care to Share Program; and <br /> <br />WHEREAS, during the month of November we celebrate thankfulness for what we have; <br /> <br />NOW, THEREFORE, BE IT RESOLVED that, we, the Orange County Board of <br />Commissioners, do hereby proclaim November 21, 2019 as “Care to Share Day” in <br />Orange County, in conjunction with the Orange Water and Sewer Authority. <br /> <br /> <br />This, the 19th day of November 2019. <br /> <br /> <br /> Penny Rich, Chair <br />Orange County Board of Commissioners
