Possibilities for Regional Cooperation: This work session provides a period of time for <br />Commissioners to discuss in more detail recent suggestions that the County approach some of <br />its neighboring jurisdictions to ascertain their degree of interest in collaborating with the County <br />on future solid waste facilities and programs. <br />b. BOCC Policy Statement Regarding No New Mixed Solid Waste Landfill in Orange <br />County: In recent years, the BOCC has signaled through various documents and participation <br />in various Landfill Owners Group sponsored deliberations that it is disinclined to pursue the <br />siting of any new mixed solid waste (MSW) landfill in Orange County after the current MSW <br />landfill reaches capacity at a time currently estimated to be late 2006 to early 2007. The Board <br />may wish to consider adopting the attached resolution, ar a modified version thereof, to formally <br />document its intent not to site a new MSW landfill in Orange County. <br />FINANCIAL IMPACT: There is no financial impact associated directly with the discussion of <br />these two topics. However, decisions the Board will make in the future regarding how to handle <br />MSW (and other types of waste), whether individually or in collaboration with regional partners, <br />will have significant financial impacts. Solid waste programs, processes, and facilities will be <br />funded through the Solid Waste/Landfill Operations Enterprise Fund. <br />RECOMMENDATION(S): The Manager recommends that the Board discuss the solid waste <br />matters, provide appropriate direction to staff, and adopt the proposed resolution. <br />
