1 <br /> APPROVED 5/21/2019 <br /> MINUTES <br /> BOARD OF COMMISSIONERS <br /> REGULAR MEETING <br /> May 2, 2019 <br /> 7:00 p.m. <br /> The Orange County Board of Commissioners met in regular session on Thursday, May 2, <br /> 2019 at 7:00 p.m. at the Whitted Human Services Center in Hillsborough, N.C. <br /> COUNTY COMMISSIONERS PRESENT: Chair Penny Rich and Commissioners <br /> Jamezetta Bedford, Mark Dorosin, Sally Greene, Earl McKee, and Mark Marcoplos <br /> COUNTY COMMISSIONERS ABSENT: Commissioner Renee Price <br /> COUNTY ATTORNEY PRESENT: John Roberts <br /> COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County <br /> Manager Travis Myren, and Clerk to the Board Donna Baker (All other staff members will <br /> be identified appropriately below) <br /> Chair Rich called the meeting to order at 7:01 p.m. <br /> Chair Rich made a statement about the killing in San Diego and then at UNCC, and said <br /> all are tired of Congress not doing anything. She said this is not the new norm, and she read <br /> the names of the deceased persons at UNCC. <br /> 1. Additions or Changes to the Agenda <br /> Commissioner Dorosin said he wanted to add a pink sheet: proposed item 6-c, a letter <br /> to Department of Health and Human Services (DHHS) and North Carolina Association of <br /> County Commissioners (NCACC) regarding the Board's regional preference for the Medicaid <br /> tailored plans. He said at the April 16th meeting, the Board deadlocked on this vote, and he <br /> would like to bring this up for a vote again tonight. <br /> Commissioner Dorosin said Commissioner Bedford, who is the Board of County <br /> Commissioners (BOCC) representative on the Cardinal Innovations Board, is present this <br /> evening. <br /> A motion was made by Commissioner McKee, seconded by Commissioner Dorosin to <br /> add this item at item 6-c. <br /> VOTE: UNANIMOUS <br /> Chair Rich noted the following items at the Commissioners' places: <br /> - PowerPoint for Item 4-c <br /> - PowerPoint for Item 4-d <br /> - A resolution requested by Commissioner Dorosin to support some of the bills in the General <br /> Assembly which are in the BOCC's legislative agenda. <br /> Chair Rich handed out HB 966, page 250 - light rail limitations — and said the General <br /> Assembly just lifted these regulations after the light rail was defeated locally. <br /> Commissioner Marcoplos said Charlotte is planning another extension. <br />
