DocuSign Envelope ID:A552B92D-827B-4041-9CB2-BEF5C25FD938 <br /> INTERLOCAL AGREEMENT <br /> BETWEEN <br /> ORANGE COUNTY AND ALAMANCE COUNTY <br /> This Interlocal Agreement made and entered into this the 12th day of February , 2015 ("Effective <br /> Date") by and between Orange County and Alamance County, both political subdivisions of the State of <br /> North Carolina, memorializes the mutual intention of the parties to jointly develop Computer Aided <br /> Dispatch to Computer Aided Dispatch ("C2C") interoperability procedures for use during daily <br /> operational interactions between the parties to receive and dispatch emergency and non-emergency <br /> calls for service. <br /> 1. Duties and Responsibilities of OCES 9-1-1 <br /> A. Any Law Enforcement, Emergency Medical Services ("EMS") and/or Fire call received by <br /> Orange County Emergency Services ("OCES") 9-1-1 that is located in Alamance County shall <br /> immediately be transferred by phone to Alamance County Communications ("ACC') 9-1-1, <br /> along with C2C of the information initially gathered by OCES 9-1-1. <br /> B. Any Law Enforcement, EMS and/or Fire call located in Orange County that requires an <br /> emergency response from any Alamance County agency shall be transferred by C2C to ACC <br /> 9-1-1 with a follow-up phone call from OCES 9-1-1 to confirm receipt of information. <br /> C. OCES 9-1-1 shall provide notification to ACC 9-1-1 of any network failures, upgrades and/or <br /> reconfigurations that may affect and/or disrupt the C2C link. <br /> D. If the C2C link is disrupted, all information shall be transferred via telephone. <br /> E. If for any reason the telephone links are busy or have failed, OCES 9-1-1 will process the call <br /> per their procedures and spawn/send the call to ACC 9-1-1 via the C2C. Furthermore, it shall <br /> be the responsibility of OCES 9-1-1 to follow up with ACC 9-1-1 via telephone to ensure that <br /> correct function of the C2C took place. <br /> F. Any Public Records request shall be the responsibility of the agency having custody of the <br /> requested records. <br /> 2. Duties and Responsibilities of ACC 9-1-1 <br /> A. Any Law Enforcement, EMS and/or Fire received by ACC 9-1-1 that is located in Orange <br /> County shall immediately be transferred by phone to OCES 9-1-1, along with C2C of the <br /> information initially gathered by ACC 9-1-1. <br /> B. Any Law Enforcement, EMS and/or Fire call located in Alamance County that requires an <br /> emergency response from any Orange County agency shall be transferred by C2C to OCES 9- <br /> 1-1 with a follow-up phone call from ACC 9-1-1 to confirm receipt of information. <br /> C. ACC 9-1-1 shall provide notification to OCES 9-1-1 of any network failures, upgrades and/or <br /> reconfigurations that may affect and/or disrupt the C2C link; <br /> D. If the C2C link is disrupted, all information shall be transferred via telephone; <br />
