Clarion Contract Addendum for Services Gene Bell, Planner III, 245-2589 Margaret Hauth, Hillsborough Planning Director-732-1270 x86 PURPOSE: To consider approving a contract with Clarion Associates for Phase II of the Hillsborough Area-Orange County Strategic Growth Plan: Preparation of an Interlocal Agreement. . • BACKGROUND: On February 20, 2007, the BOCC adopted a RESOLUTIONACCEPTING A STRATEGIC GROWTH PLAN AND CALLING FOR PREPARATION OF AN /NTERLOCAL AGREEMENT (Attachment 1). The resolution identified four maps that were to be part of the agreement plus provisions concerning. enactment of Town zoning in certain areas of County jurisdiction and provisions for courtesy review and information sharing between the Town and County. Additionally, the resolution called for "...extensive outreach to people in those communities with ample opportunities informally and formally to ask questions and find out more about densities or other factors..." Town of Hillsborough and Orange County Planning staff met with Roger Waldon of Clarion Associates in early December concerning the Interlocal Agreement phase of the Strategic Growth Plan. Attachment 2 (Proposal for Services -Draft Interlocal Agreement) is the outcome of that meeting. To address public outreach concerns, the proposal calls for a public information meeting at the outset of the process and another after a draft agreement has been developed. In between, there will be at least one additional meeting in Hillsborough and up to two additional meetings in unincorporated areas that may be affected by terms of the interlocal agreement. FINANCIAL IMPACT: Total costs for preparation of the Interlocal Agreement (maps, text, and meetings) are projected at $16,500. As with Phase I of the Strategic Growth Plan, this is a shared project with the Town of Hillsborough. Orange County's portion of the funding will be 50% or $8,250. The FY 2007-08 BOCC Initiatives Budget has sufficient funds to cover this amount which was estimated at $10,000. RECOMMENDATION(S): The Manager recommends that the Board approve an addendum to the Clarion'contract to include services for preparation of the Interlocal Agreement for the Town • of Hillsborough/Orange County Strategic Growth Plan Phase II.
