MEMORANDUM <br />TO: County Commissioners <br />COPIES: John Link, County Manager <br />FROM: Paul Thames, PE, County Engineer <br />DATE: March 18, 2004 <br />SUBJECT: Hillsborough water conservation /drought ordinance item for <br />March 22, 2004 joint meeting with Hillsborough <br />ATTACHMENTS: Draft Report on Eno River Capacity Use Agreement, water <br />conservation /drought ordinances, Hillsborough water rate <br />issues <br />As per the request of the Manager, I have attached a draft report touching on a potential <br />item of discussion on the agenda for the March 22, 2004 joint meeting between the <br />BOCC and the Hillsborough Town Board. The report remains in draft form and is <br />submitted for information and review only by Commissioners, the Manager and the <br />Attorney until I finalize it in response to input or questions from the BOCC or individual <br />Commissioners, the Manager and Attorney. Although the report is only in draft form, the <br />Manager and I felt that it is proper that Commissioners have access to this information <br />prior to facing a discussion on a proposed modification or complete overhaul of the <br />Town's water conservation/drought ordinance (and the County's ordinances if they are to <br />continue to tract together) and the implications of the proposal relative to BOCC goals <br />and values pertaining to water use, conservation and development. <br />If I may provide additional information, please advise. <br />
