The motion carried <br />without dissent. <br /> <br />Summary of April 20, 2015 meeting: Michael Stewart made a motion to approve the Summary of June 18, 2016; <br />seconded by Beth Grooms. The motion carried without dissent. <br /> <br />General Public Comments on items not on the agenda: None. <br /> <br />Animal Services Advisory Board: <br />Victoria Hudson was welcomed as a new member representing Hillsborough. Michael Stewart made a motion that <br />the secretary’s vacation be filled by Victoria Hudson for the remainder of the year; seconded by Maureane Hoffman. <br />Motion carried without dissent. The updated ASAB roster (for members only) was disseminated prior to the <br />meeting. <br /> <br />Discussion with Bonnie Hammersley, Orange County Manager: <br />There was discussion regarding the applicability of public meeting laws on potentially dangerous dog appeals. <br />Edmund Tikyakian and other members are concerned that open deliberation may compromise the full <br />consideration of the [Potentially Dangerous Dog Appeal] Committee. Citing other appeals boards with quasi- <br />judicial proceedings during open meetings, the County Manager encouraged the ASAB to seek the guidance of <br />the Orange County Board of Adjustments on mode of practice. The outcome of the discussion included: (1) <br />empowering the ASAB member of the Committee to lead deliberations; (2) enhancing the training that the <br />non-Board members receive; and (3) developing a set of deliberation guidelines. Edmund Tikyakian will work <br />on guidelines. <br />Old Business: <br />(A) Animal Welfare Grants Honoring Pat Sanford Update <br />The Pat Sanford Animal Welfare Grant will be presented to the Orange County BOCC at their September <br />6thmeeting. Judy Miller wants to review deadlines. Once the BOCC is properly informed, the grant’s <br />implementation can begin. <br />
