1 <br /> <br />APPROVED 5/15/2018 <br /> MINUTES <br />BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />May 1, 2018 <br />7:00 p.m. <br /> <br />The Orange County Board of Commissioners met in regular session on Tuesday, May 1, 2018 <br />at 7:00 p.m. at the Whitted Building, in Hillsborough, N.C. <br /> <br />COUNTY COMMISSIONERS PRESENT: Chair Dorosin and Commissioners Mia Burroughs, <br />Barry Jacobs, Earl McKee, Mark Marcoplos, Renee Price and Penny Rich <br />COUNTY COMMISSIONERS ABSENT: None <br />COUNTY ATTORNEYS PRESENT: John Roberts <br />COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager <br />Travis Myren and Clerk to the Board Donna Baker (All other staff members will be identified <br />appropriately below) <br /> <br /> Chair Dorosin called the meeting to order at 7:02 p.m. <br /> <br />1. Additions or Changes to the Agenda <br />The following items were noted at the Commissioners’ places: <br />- PowerPoint for Item 4-a: Budget Presentation <br />- PowerPoint for Item 6-b: SPOT 5.0 Update and Recommendations on County Transportation <br />Priorities in TARPO <br /> <br />Chair Dorosin said another Closed Session Purpose needs to be added to the other two <br />closed session purposes at end of meeting: <br /> <br /> A motion was made by Commissioner McKee, seconded by Commissioner Jacobs to <br />add another closed session purpose at the end of the meeting: <br />“To establish, or to instruct the public body's staff or negotiating agents concerning the position <br />to be taken by or on behalf of the public body in negotiating (i) the price and other material <br />terms of a contract or proposed contract for the acquisition of real property by purchase, option, <br />exchange, or lease, “ NCGS 143-318.11 (a) (8) <br /> <br />VOTE: UNANIMOUS <br /> <br />Arts Moment <br />Arts Commission Board Member Linda Williamson introduced Gary Phillips: <br />Gary Phillips is the 2016-2017 poet laureate of Carrboro, North Carolina. He is a writer, <br />naturalist and entrepreneur. Gary has a special interest and expertise in conservation <br />easements and other land-protective strategies. He co-founded Weaver Street Realty over <br />thirty years ago and is still active in the business. He lives in a rammed earth house with his <br />wife Ilana Dubester in Silk Hope, North Carolina. Gary avidly reads poetry and anthropological <br />science fiction, studies amphibian activities on full moon nights and was once Chair of the <br />Chatham County Board of Commissioners <br /> Gary Phillips read a poem. <br /> <br />2.
