1 <br /> <br />APPROVED 4/17/2018 <br /> <br /> MINUTES <br />JOINT MEETING <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />CHAPEL HILL TOWN COUNCIL <br />March 22, 2018 <br />7:00 p.m. <br /> <br />The Orange County Board of Commissioners met with the Town of Chapel Hill for a joint <br />meeting on Thursday, March 22, 2018 at 7:00 p.m. at the Southern Human Services Center in <br />Chapel Hill, N.C. <br /> <br />COUNTY COMMISSIONERS PRESENT: Vice Chair Penny Rich and Commissioners Mia <br />Burroughs, Barry Jacobs, Earl McKee, Mark Marcoplos and Renee Price <br />COUNTY COMMISSIONERS ABSENT: Chair Mark Dorosin <br />COUNTY ATTORNEYS PRESENT: John Roberts <br />COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager <br />Travis Myren and Clerk to the Board Donna Baker (All other staff members will be identified <br />appropriately below) <br />CHAPEL HILL TOWN COUNCIL MEMBERS/STAFF PRESENT: Mayor Pam Hemminger, and <br />Members Jessica Anderson, Donna Bell, Alan Buansi, Hongbin Gu, Nancy Oates, Rachel <br />Schaevitz, Michael Parker, Karen Stegman, and Town Manager Roger Stancil <br />CHAPEL HILLTOWN COUNCIL MEMBERS ABSENT: None <br /> <br />Commissioner Rich called the meeting to order at 7:04 p.m. <br /> <br />Welcome and Opening Remarks <br />Commissioner Rich said Chair Dorosin would not be present tonight, as he is not <br />feeling well. <br />Commissioner Rich asked all present to introduce themselves, and to share where they <br />were born. <br />Mayor Hemminger said it is National Water Day, and said there was a Jordan Lake <br />symposium today. She said the Haw River comes into the southern part of the lake, <br />contributing over 85% of the nutrient loading that is going into the lake; and it comes in and <br />flushes up the lake, all the way to the northern end. <br />Commissioner Rich said the Board of County Commissioners (BOCC) needs to add a <br />closed session at the end of the meeting. <br /> <br />A motion was made by Commissioner Burroughs, seconded by Commissioner <br />Marcoplos to add a closed session at the end of the meeting for the purpose of: <br /> <br />“To consult with an attorney employed or retained by the public body in order to preserve the <br />attorney-client privilege between the attorney and the public body,” NCGS 143-318.11(a)(3) <br /> <br />VOTE: UNANIMOUS <br /> <br />Commissioner Rich noted the following items at their places: <br />- Handout for Item 1
