1 <br /> <br />APPROVED 03/20/2018 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />HILLSBOROUGH BOARD OF COMMISSIONERS <br />JOINT MEETING <br />February 22, 2018 <br />7:00 p.m. <br /> <br />The Orange County Board of Commissioners met for a Joint Meeting with the Town of <br />Hillsborough Commissioners on Thursday, February 22, 2018 at 7:00 p.m., in the Whitted <br />Building, in Hillsborough, North Carolina. <br /> <br />COUNTY COMMISSIONERS PRESENT: Chair Dorosin and Commissioners Mia Burroughs, <br />Mark Marcoplos, Earl McKee, Renee Price, and Penny Rich <br />COUNTY COMMISSIONERS ABSENT: Commissioner Barry Jacobs <br />COUNTY ATTORNEYS PRESENT: James Bryan <br />TOWN OF HILLSBOROUGH COMMISSIONERS/STAFF: Mayor Tom Stevens, Town <br />Commissioners Mark Bell, Evelyn Lloyd, Kathleen Ferguson, Jenn Weaver, and Town <br />Manager Eric Peterson <br />TOWN OF HILLSBOROUGH COMMISSIONERS ABSENT: Brian Lowen <br /> <br />Chair Dorosin called the meeting to order at 7:02 p.m. <br /> <br />Welcome and Opening Remarks <br /> Chair Dorosin welcomed everyone to the meeting, and said he hopes the evening will <br />flow much like a work session, with open and productive dialogue. <br /> Mayor Stevens said Hillsborough’s expectation is to have a good conversation as well. <br />He said, from Hillsborough’s perspective, the larger context for the evening is: 1.) a sense of <br />place: the wonderful town that Hillsborough is, and wanting all residents to feel that they are in <br />“town” no matter where they live; 2.) a sense of stress: there has been a lot of growth and <br />change in Hillsborough in recent years, despite it being a very small town, with a small staff. <br />Sometimes the growth and ideas can strike a sense of terror due to the size of the staff, and <br />financial limits of the Town, and it is wise to consolidate and think creatively whenever <br />possible; 3.) a sense of appreciation: for both the Town and County staff, who do such <br />tremendous work. <br />Chair Dorosin said it is an opportune time for the two boards to converse. <br /> <br />1. Opportunities for Collaboration <br />a) Museum <br /> <br />Margaret Hauth, Hillsborough Assistant Town Manager, reviewed the following <br />information: <br /> <br />Museum Background: <br />The Town has an interest in assisting the Orange County Historical Museum to find a new <br />home. This is in part to find a more appropriate owner of this historic building and in part to <br />help the museum reach a broader audience with an easier-to-access site. The County has <br />office rearrangements on the horizon that might make a desirable space available in a year to <br />18 months.
