Anne Milels 1 November 16, 2000 <br />ORANGE COUNTY HEALTH DEPARTMENT MISSION STATEMENT: To enhance the quality of life, <br />promote the health, and preserve the environment for all people in the Orange County community. <br /> <br />THE ORANGE COUNTY BOARD OF HEALTH MET ON THURSDAY, November 16, 2000 at the Southern <br />Human Services Center, Chapel Hill, North Carolina. <br /> <br />BOARD OF HEALTH MEMBERS PRESENT: Jonathan Klein, Mel Hurston, Lee Werley, Martha Stucker, <br />Alice White, Sharon E. Van Horn, Kate Wilder. <br /> <br />BOARD OF HEALTH MEMBERS ABSENT: Barry Adler, Janet Southerland, Alan Rimer, and excused <br />absence, Barry Jacobs, due to a conflict in schedules. <br /> <br />STAFF PRESENT: Rosemary Summers, Health Director; Ron Holdway, Environmental Health Division <br />Director; John Sauls, Animal Control, Services Division Director; Angela Cooke, Dental Services <br />Coordinator; Kimberly Sauls, Intensive Home Visiting Social Worker; Judy Butler, Community Services <br />Nursing Supervisor; Anne Miles, Administrative Assistant. <br /> <br />GUESTS PRESENT: Ashley Hemphill, Karla Spitzer, UNC School of Public Health; Courtney Luther, <br />Miriam Nguyen, Emily Shelton, UNC-CH School of Nursing; Charles J. Cassell, citizen. <br /> <br />I. CALL TO ORDER AND INTRODUCTION OF GUESTS <br /> <br /> Jonathan Klein called the meeting to order at 7:30 p.m. <br /> <br />II. ACTION ITEMS <br /> <br />A. APPROVAL OF November 16, 2000 AGENDA and MINUTES of October 26, 2000 MEETING <br /> <br />Motion to approve the Agenda of November 16, 2000 was made by Lee Werley, seconded by <br />Martha Stucker, and carried without dissent. <br /> <br />A grammatical correction was noted to reflect a contact person from UNC (page 4) and "Carol" <br />Crawford was corrected to read Myra Crawford as the clerk of court representative present to swear in <br />the new Board of Health members. <br /> <br />Motion to accept the minutes as amended was made by Mel Hurston, seconded by Alice White <br />and carried without dissent. <br /> <br />III. Public Comment for Items NOT on Printed Agenda <br /> <br />There were no visitors or public comments. <br /> <br />IV. Reports and Discussion with Possible Action from Committees <br /> <br />A. Nominating Committee <br /> <br /> 1. Revision of By-laws <br /> <br />The last revision of the By-laws was in 1984. Since that time, legislative changes have <br />occurred that make revisions in some sections of the By-laws necessary in order to
