Affordable Housing Advisory Board <br />Minutes of Tuesday, April 14, 2015 <br />Members Present: Nannie Richmond, Diane Beecham, Noah Oswald, Patsy Barbie, Brian <br />Finch and Arthur Sprinczeles <br />Excused Absence: JonZella Bailey- Pridham, Sully Jaffer, Andrew Shannon, Tammy Jacobs <br />Traci Wooten, Jason O'Quinn, Eleanor Kinnaird and Vivian Herndon -Latta <br />Staff Present: Audrey Spencer - Horsley, Crystal Coble <br />Welcome /Introduction <br />The new members introduced themselves. <br />Approval of Minutes <br />Minutes of March 10, 2015 were not approved due to the lack of required members for <br />approval. <br />Department Report /County Report <br />Audrey shared that the Outside Agency Funding Applications recommendations were submitted <br />to finance. The board agreed that in the further they would prefer to have time to review all the <br />applications and then meet and score them together. Audrey informed the board that included in <br />their packet was the revised volunteer board policies and procedures and the draft of the Five <br />Year Consolidated Plan and Annual Action Plan. Audrey also shared the maps that identified <br />where the low and moderate income, owner occupied, renter occupied, and vacant housing. The <br />maps also magnified the concentrations of people. Audrey informed the board that these maps <br />are created because a requirement of the Five Year Plan is to report where the most cost is <br />burdened populations are located. The board was given an orange county lunch tote in <br />recognition of Volunteer Appreciation Month. <br />Other Business <br />Audrey shared that the BOCC was talking about issuing a bond for Affordable Housing. Audrey <br />also tasked the board with thinking of recommendations for the FY 2015 -2016 Work Plan. <br />Audrey and Patsy decided to meet at a later date to discuss the work plan and scheduling a bus <br />tour. Diane suggested that the board encourage the BOCC to commit to the bond for affordable <br />housing by submitting formal letters from the board or individually. Also she suggested that the <br />AHAB prepare ideas for what can be done with the affordable housing bond, if one is granted. <br />Audrey suggested that the AHAB invited speakers in on the topic of how to utilize current <br />resources. Audrey tasked herself with getting information regarding Chapel Hills "working <br />strategies" that Diane mentioned may be posted on the Chapel Hill website. Noah asked was <br />there any information on the Five Year Consolidated Plan surveys should be adapted into the <br />
