A summary of these supplemental work efforts, along with <br />reference to the original Work Order and an explanation of the specific costs incurred by <br />SCS, are presented below. <br />Preparation of a Solid Waste Financial Plan <br />Original Contract Title & Date: Preparation of a Solid Waste Financial Plan — 3/7/16 <br />(SCS Project No. 02216202.00) <br />As requested by the County, SCS performed the following work efforts in excess of the <br />activities outlined in the original Work Order: <br />• Presentation/delivery of the findings of the revised Financial Plan and Rate Study at <br />a Board of Orange County Commissioners Meeting on February 16, 2017. This <br />involved communications with County personnel and efforts to incorporate revisions <br />to select portions of the deliverable report and powerpoint presentation as well as <br />SCS' labor and travel expenses to attend the meeting. <br />Preliminary Economic Feasibility Study <br />Original Contract Title & Date: Development of Initial Planning Documents for an <br />Integrated Materials Management Facility and Regional Framework Considerations — <br />2/20/17 (SCS Project No. 02216202.01 Task 2) <br />Under Task 2 of this assignment, SCS prepared a Preliminary Economic Feasibility Study <br />for purposes of assessing the feasibility of an IMMF Facility/Transfer Station (Facility) <br />proposed to be located in Orange County. Over the course of the development of the <br />Preliminary Financial Pro Forma, SCS performed analyses that were broader than <br />anticipated under the scope of services outlined in the original Work Order, incurring costs <br />stemming from the complexity and depth of the financial modeling effort. SCS found it <br />necessary to identify and develop two separate financial structures; one in which Orange <br />County serves as the sole owner of the Facility and another in which the ownership stake is <br />split according to waste tonnage disposed between the 5 identified stakeholders.
