Whitted, Chair, and Com- <br /> II~ ^ <br /> missioners Ben Lloyd , Shirley E. Marshall , Norman Walker, and <br /> 12. <br /> Don Willhoit. <br /> 13. <br /> Chapel Hill-Carrboro Board of Education Members Present: <br /> Mr. Edwin Caldwell , Chair, and Ms. Edith Elliott, Ms, Verla Insko, <br /> l5° <br /> Ms. Phyllis Sockwell and Ns . Ann Wileman. <br /> 16. <br /> Board of Education member not present: Mr. Ted Parrish. <br /> l7° <br /> Commissioner Whitted announced that this was a special meeting <br /> I0° <br /> for the purpose of receiving the Chapel Hill -Carrboro Board of <br /> 19. <br /> Education budget for Fiscal 1983-84. <br /> 2D^ <br /> Mr. Caldwell reminded the Board that investment in the children <br /> J1° <br /> is the greatest resource. He added that the Board of Education <br /> 22° <br /> had evaluated its programs in terms of their usefulness and this <br /> 23° <br /> budget reflected that evaluation process. Mr. Caldwell said the <br /> 24° <br /> way educational and other programs is funded needs to be examined . <br /> 25^ <br /> Following Mr. Caldwell 's remarks Dr. Pamela Mayer, Superin- <br /> 26° <br /> tendent, reviewed the proposed budget with the Commissioners. Dr. <br /> 2?, <br /> Mayer said a primJry item is a salary increase, either a 4% across <br /> 20. <br /> the board increase or a one step increment for all personnel . The <br /> 29. <br /> Board of Education is requesting a '06t increase in the supplemental <br /> 30° <br /> district tax, and $615/per pupil . Dr. Mayer said the largest item in <br /> 3l° <br /> the budget with the palary and fringes is capital . The capital request <br /> 32° <br /> includes current projects along with 1/I0 of the ten year plan costs. <br /> 33° _ _ ' _ . _. <br /> Dr. Mayer said that this year they had appropriated about $200,000 of <br /> the $500,000 unappropriated fund balance in order to fund the budget. <br /> 35~ <br /> After Dr. Mayer completed her review Commissioners sought <br /> 38° <br /> clarification to questions and thanked Dr. Mayer for her presentation. <br /> 37. <br /> With no further business to come before them, the Commissioners <br /> 38. <br /> adjourned by consensus. <br /> 39. <br /> Paulette Pridgen, Clerk Richard E.Whitted , Chair <br />
