Hillsborough, North Carolina. <br /> 10. The purpose of the meeting was to discuss with the Town of Mebane <br /> 11. Council its participation in the Orange County Economic Development Commission. <br /> 12. Commissioners present: Richard E. Whitted, Chair, and Commissioners <br /> 13. Ben Lloyd, Shirley E. Marshall and Don Willhoit. <br /> 1 . Commissioners absent: Commissioner Norman Walker. <br /> 15. Mebane Town Council Present: Glendel Stephenson, Mayor, and Council- <br /> 16. members Barbara Byrd, Pete Bradley, Robert Hupman, Everette Pander and Marshall <br /> 17. Taylor. <br /> 18. Also present were Kenneth Thompson and Paulette Pridgen, Orange County <br /> 19. Manager and Clerk, respectively, and Virginia Whitfield, Mebane Town Manager. <br /> 20. Commissioner Whitted summarized the reason for the meeting, i.e., to <br /> 21. discuss Mebane's participation in the Orange County Economic Development Com- <br /> 22. mission. Mr. Thompson summarized the reasons for the Towns' (Chapel Hill, <br /> 23. Hillsborough, Carrboro and Mebane) share of the costs for the Commission <br /> 24. being 6%. Mebane Councilmembers voiced concern over increased demands for <br /> 25. programs, recreation and libraries being specified, while the County does not <br /> 26. fund those programs in Mebane. Councilmember Hupman said he thought Chapel <br /> 27. Hill should bear a greater cost of the Commission since the population is <br /> 28. greater in that area; Mr, Hupman also questioned the benefit Mebane would <br /> 29. realize by participating in the Economic Development Commission. Commis- <br /> 30. sioner Willhoit said one of the goals of economic development is to improve <br /> 31. the overall quality of life and he thought Mebane would benefit from that. <br /> 32. Mebane Councilmembers stressed the increased demand upon their programs, <br /> 33. specifically, recreation and libraries; the Mayor, echoed by his Council- <br /> 314.• members, said he wanted to hear that Orange County was responsive to demands <br /> 35. on Mebane's programs. <br /> 36. Commissioner Willhoit noted that the County does fund a portion of <br /> 37, the Town of Chapel Hill and Carrboro's recreation programs and does fund a <br /> 36. <br /> 39. <br /> #4.0. <br />
