1 APPROVED 3/7/2017 MINUTES BOARD OF COMMISSIONERS WORK SESSION February 16, 2017 7:00 p.m. The Orange County Board of Commissioners met for a work session on Thursday, February 16, 2017 at 7:00 p.m. at the Southern Human Services Center in Chapel Hill, N.C. COUNTY COMMISSIONERS PRESENT: Chair Dorosin and Commissioners Mia Burroughs, Barry Jacobs, Earl McKee, Mark Marcoplos, Renee Price and Penny Rich COUNTY COMMISSIONERS ABSENT: COUNTY ATTORNEYS PRESENT: John Roberts COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager Travis Myren and Clerk to the Board Donna Baker (All other staff members will be identified appropriately below) Chair Dorosin called the meeting to order at 7:00 p.m. Chair Dorosin said Agenda Item 1 needs to be moved to February 21st, due to the full nature of this evening's agenda. A motion was made by Commissioner Price, seconded by Commissioner Rich to move this item to the 21st agenda. VOTE: UNANIMOUS Commissioner Rich asked if, when Item 1 is presented next week, could it be formatted differently to make it easier to read the comments. Bonnie Hammersley said staff felt similarly, but wanted the Board of County Commissioners (BOCC) to see all the comments. She said staff received three sets of comments, and rather than manipulating the comments, chose to number the pages and enter page numbers as each item was discussed. She said some comments were moved into the recommendations, and noted the different colors were due to various technology that was used, and the colors were difficult to manipulate. Chair Dorosin said he would like to reverse the orders of Items 4 and 5 this evening. A motion was made by Commissioner Jacobs, seconded by Commissioner Rich to reverse the order of these two items. VOTE: UNANIMOUS 1. Review and Amend the Orange County Housing Affordability Policy This item moved to the February 21st Board of County Commissioners Regular meeting.
